Description

This is a notice of intent for Other Than Full and Open Competition to enter into a sole source contract with Precision Optical. The proposed vendor has provided previous versions of the optical corner cubes for use on a spacecraft payload, which has gone through and passed qualifications testing required by US Space Environmental testing methodology (SMC-S-016). The optical corner cubes from this manufacturer meets the exact form, fit, and function of the existing flight unit payloads and are ready for use on the flight unit tests. See Attachment 1 for the optical corner cubes specifications. This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(b)(2) as implemented by FAR 6.302-1, Only One Responsible Source. The contemplated contract will be a Firm Fixed Price (FFP) type action.� This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within seven (7) days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice. Only submissions to the contracting office POC shall be considered.
