Description
The incumbent of this position serves as a Program Financial Services Director for MCA Human Resources Policy Diligence in the Department of Compact Operations, Millennium Challenge Corporation (MCC). MCC is a U.S. Government corporationwhose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. To receive assistance, eligible countries are required to enter into a public agreement (Compact or Threshold Program) with the MCC that includes a multi-year plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives, regular benchmarks to measure progress, multi-year financial plan, and a plan to ensure accountability for the use of MCA assistance. This PSC position is located within the Department of Compact Operations with responsibility for ensuring that MCC has sufficient information to evaluate MCA human resources needs, capabilities and requirements during compact development, to design systems to ensure that these variables are accounted for in a specific human resources framework, and then conduct oversight and help adjustment of human resources systems during program implementation. The incumbent is responsible for assessing and addressing the most challenging human resource management and financial management problems related to long-term international assistance programs in developing countries and for protecting and managing public resources. This includes conducting extensive due diligence on the adequacy of human resource laws, regulations and practices in specific country environments, assessing systems and structures proposed by host countries and proposing authoritative solutions consistent with MCC�s Guidelines on MCA Human Resources Procedures and Manuals.
