Description
Note: This solicitation and award is restricted in accordance with 10 U.S.C. 2304(c)(4) International Agreement, to Danish and Greenlandic firms ONLY. The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid solicitation package seeking to award a firm-fixed price contract for the construction of the replacement and/or repairs to the roof on Bldg. 4002. The construction is the replacement of the built-up low slope ballasted flat roof surrounding the Radar Tower (lower level) and repairs of the double-pitched sloped metal panel roof above mechanical rooms, dining hall and staff offices at 2nd floor to solve the numerous leaking problems of the roofs identified within the past 10 to 15 years. Demolition will include the removal of the top layers down to the concrete layer, removal of double-pitched metal sheet roofing down to main insulation layer and removal of built-up low-sloped roof top layers down to main thermo insulation layer in flashing area for the Tower at roof level. All roof penetrations, roof drains, membrane welding and weather stripping and strip sealing connections shall be repaired and/or replaced.� Penetrations through roofs shall be constructed with HEMP-securing material. Drainage system shall be provided leading roof water away from the building towards the terrains. The construction season is short at Thule Air Base. General conditions at Thule Air Base are as follows: the location of Thule Air Base limits exterior work to the months of June through September. Additionally, Thule's location demands that all supplies & personnel must be shipped and/or transported, in or out, via air and/or sealift. Thule Air Base is not a commercial air/sea port and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. Average winter temperature is 20 -30 degrees F below zero while average summer temperature is 40-50 degrees F above zero. One annual military cargo sealift departs from Norfolk, Virginia to Thule AB, approximately 1 July. There are two sealifts that go from Denmark to Thule AB, one in July & one in August, approximately. Airlifting any materials or equipment via military aircraft is very expensive and only on an emergency-need basis.����������������� The project magnitude is between $5,000,000 to $10,000,000. The performance period for this project is approximately 400 calendar days from the Notice to Proceed date. The specifications will be posted electronically via this website on or about 31 Jan 2023 with a bid opening on or about beginning to mid-March 2023. �Any and all amendments shall be likewise posted on this website.
