Description
The proposed acquisition will result in an Indefinite Delivery Purchase Order (IDPO) and covers a requirement for the item: Firefighter Flash Hood (NSN 8415-01-462-7670, Part Number PAC-IX GOLD (CAGE CODE 1P2U2), Part Number: VPR/PBI-215DLA (CAGE 1NTR0) and/or Salient Characteristics (as stated below). The award will be issued as other than full and open competition and the total dollar value will not exceed $7,000,000.00 for the total of all delivery orders issued during the two-year base period. All deliveries will be FOB Destination and Inspection and Acceptance at Destination. Delivery will be required 150 days after the date of award. All materials used in the fabrication are to be furnished by the successful offeror. It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after January 2023. All offerors MUST be registered in The System for Award Management (SAM) in order to be eligible for award. All responsible sources may submit offers which, if timely received, shall be considered. Salient Characteristics: HOOD, FIREMAN'S (PGC34401) NSN: 8415-01-462-7670 Salient Characteristics Fire fighter�s hood shall be a one-piece garment with elasticized face opening.� In Addition, the hood shall consist of two-layer knit body and apron.� Thermal protective performance shall have a minimum continuous thermal protective performance (TPP) of 20 TPP as tested in accordance with NFPA 1971-2013. The hood shall be labeled in accordance with NFPA 1971-2013. Compliance of the hood to the NFPA 1971-2013 standard is required to be certified by an approved certification organization. The Fire Fighter�s hood shall be from an approved source.� To be considered to be added as an approved source, DLA shall be provided with a sample of the item being offered, salient characteristics of the item being offered (specification sheet, fiber content, list of components, etc.) record of NFPA certification, and any applicable test reports.� ALL OFFERORS REQUESTING TO BE ADDED AS AN APPROVED SOURCE MUST INCLUDE THEIR CAGE CODE AND PART NUMBER. SUBMIT SAMPLES AND ALL REQUESTED DOCUMENTS MENTIONED ABOVE TO: DLA TROOP SUPPORT ATTN: ISAIAH MURRAY Bldg. 3B-5204 700 ROBBINS AVENUE PHILADELPHIA, PA 19111 IMPORTANT NOTICES: OFFERORS NOT CITED AS AN APPROVED SOURCE IN THE TECHNICAL DATA, SECTION (C) FOR THE Firefighter Flash Hood ARE REQUIRED TO OBTAIN APPROVAL/QUALIFICATION FROM DLA Troop Support/ Navy ESA. It is essential that all offerors read and understand this notice: IT IS THE CONTRACTOR'S RESPONSIBILITY TO SUBMIT SAMPLES FOR APPROVAL TO THE DLA TROOP SUPPORT AND COMPLY WITH ALL THE REQUIREMENTS OUTLINED IN THE APPROVAL/QUALIFICATION PROCESS. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ""The Berry Amendment"" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ""specialty metals"" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. Offerors interested in manufacturing the Firefighter Flash Hood must submit 5 (FIVE) FIREFIGHTER FLASH HOODS to the following address: DLA TROOP SUPPORT ATTN: ISAIAH MURRAY Bldg. 3B-5204 700 ROBBINS AVENUE PHILADELPHIA, PA 19111 Offerors must become an Approved Source from the DLA Troop Support/ Navy ESA prior to DLA making an award decision when the Government completes its price evaluation of offers. If the potential awardee is not listed as an Approved Source, per DLA Troop Support/ Navy ESA, at the time the Government completes evaluations of offers, the Government may exclude that offeror and may award to the next offeror in line for the award provided that they are listed as an Approved Source by DLA Troop Support/ Navy ESA. If approvals are pending at time of award, the offeror will be notified of approval status once received. If an offeror receives approval after the award is made, their PN and Cage will be added as an approved source for FUTURE procurements. Approvals post award will NOT be added on current/open procurements. DLA Troop Support will not hold up an award decision pending any individual firm's approval. Therefore, it is incumbent that any interested party seeking approval begin the process immediately. A few highlights of the information that will be found include: �1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. �2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in The System for Award Management (SAM) system. All Contractors must register on the SAM website:� https://www.sam.gov/portal/public/SAM/ in order to be considered for award. �3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their (SAM) registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
