SOURCES SOUGHT FOR INTEGRATED COMMUNICATIONS SYSTEM EQUIPMENT TO SUPPORT THE COLOMBIAN JOINT COMMAND OF MILITARY FORCES, BOGOTA COLOMBIA MINISTRY OF DEFENSE FOR FOREIGN MILITARY SALES (FMS) INTRODUCTION The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command Security Assistance Management directorate (CECOM SAMD) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, and industry technologies available to support/fulfill Foreign Military Sales (FMS) requirements for equipment. The result of this sources sought/market survey will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The U.S. Government requests that interested parties submit a brief description of your company, your company�s solution, and your ability to meet potential system requirements. These services consist, but not limited to, Site Surveys, Network Engineering, System Engineering, Installation, Interconnect, Integrate, System Test and put into operation all the equipment, software, licensing and materials necessary to guarantee the services currently provided by the satellite network of the General Command FFMM QTY�� DESCRIPTION����������������������������������������������� ��������� ��������� ��������� ��������� : 1������� OCONUS Installation & Test��������������������������� ��������� 1������� OCONUS Migration & Test����������������������������� ��������� 1������� OCONUS Installation Service�������������������������� ��������� ��������� In the Country of COLOMBIAN JOINT COMMAND OF MILITARY FORCES, BOGOTA COLOMBIA, in the locations of Remote Site locations. ***Vendor shall be responsible for shipping hardware delivery OCONUS to Colombia. REQUIRED CAPABILITIES The purpose of this market research/sources sought is to identify interested sources that can provide and deliver Communications Radios, Spares, Ancillaries and Software, to upgrade equipment, site survey, installation, integration, network engineering, program management, services, and accessories necessary to the country of COLOMBIAN JOINT COMMAND OF MILITARY FORCES, BOGOTA COLOMBIA and meet the following characteristics/requirements: FMS request for the case of the General Command of the Military Forces (COGFM) with justification and transportation method to continue with the development of the request whose object is the acquisition, updating and increasing the capability of the equipment of the Ground network of the Integrated Communications Network (RIC) of the General Command of the Military Forces. New equipment must be able to be integrated with existing equipment in the current Communications Radio System infrastructure. Installation, Upgrade, and Integration includes the capability to upgrade the Country of Colombia, Colombian Joint Command Of Military Forces, Bogota, Communications Radio System with the following equipment, parts and services: A. OPERATIVE AND TECHNICAL SPECIFICATIONS: Technical Specifications: The quantities of each item are detailed below, and technical specifications of the equipment are described in Table 1. Background: Colombia was provided Tadiran and ParkAir equipment that were purchased for the Communications Radio System for the country of Colombia, Colombian Joint Command of the Military Forces, Bogota. Use Conditions: Joint Command of Military Forces doesn�t have wide band equipment capacity as required in its fiscal stocks. Site Survey, Engineering, Network Management and Configuration, Integration, System and Equipment Configuration, System and Equipment Testing, and Acceptance Testing of system and equipment, and will be installed for radio links and data concentrators in set points to benefit the military units located at various remote sites of the customer. Joint Command of Military Forces has the facilities and capacity to perform the operative, corrective maintenance and preventive level II according with operating instructions of each equipment. Material Conditions: The equipment, cards, software, and/or applications must be Quality A ""New and Original"" material to ensure optimal conditions for use. to maintain the standardization and technological compatibility of the equipment that is installed and operating in the RIC, as well as the training of personnel in the operation and maintenance is necessary continue with the existing technology in the TADIRAN and PARK AIR SYSTEMS brand VHF/UHF AM and FM communications equipment and radios. It is important to highlight that previous installation completed in 2017 covered the needs of aeronautical communications and operations in the control towers and command centers, this system was expanded with Frequentis brand communication integrator equipment (VCS) and VHF/UHF AM and FM radios to deploy in different relay sites throughout the country of Colombia, which were integrated remotely to operate them in the main air military units through the VCS systems. The Air-Ground system of the Integrated Communications Network provides extended network coverage in VHF/UHF AM and FM bands to the Colombian Military Forces, becoming the main voice integration and remote media management system for air space control in the development of offensive and defensive military operations, control and support of defense and national security. The request is focused on modernizing the radios of the VHF/UHF FM network through the acquisition of TADIRAN brand communication system, since currently the Air-Ground system provides extended coverage of voice security supported by equipment and technology of that brand, being necessary that the equipment to be acquired are from the same manufacture to guarantee total technological compatibility with the existing ones. Likewise, it is important to maintain that the units and troops of the Military Forces (Army, Navy and Air Force) that use this resource also have the same TADIRAN brand radios. Similarly, the request is focused on the modernization of VHF/UHF AM network radios with the acquisition of radio equipment in the aeronautical band and voice security of the PARK AIR SYSTEMS brand, due to the fact that the current Air Ground system incorporates into its AM network several repeater sites equipped with these communications radios, which have their respective compatibility protocol in the integration of audio and remote control with the FREQUENTIS brand integrating equipment, thus allowing remote operation of the equipment. For this reason, it is necessary to acquire aeronautical radios from this manufacturer to continue guaranteeing the remote operation and management capabilities of the radios. The communications equipment must be delivered by the contractor or supplier with installation, integration, and commissioning at each of the related sites. Therefore, the costs for transportation, insurance, packaging, and others that may take place from the factory to the country and within it to the installation sites, must be assumed and paid by the corresponding supplier, without this generating any additional charge to the Government of the United States or the General Command of the Military Forces for carrying out these works in Colombia. In relation to this, there is a document as support where the manufacturer of the equipment or its representative as supplier, in this case TADIRAN and PARK AIR SYSTEMS, are responsible for the cost of transportation, delivery and subsequent transfer to the installation sites. the transport method was defined as DTC 4 for the delivery of communications equipment and DTC 4 refers to the fact that the purchaser is fully responsible at the point of origin, however, for this case, the company is responsible for transportation from the point of origin in the United States, to each installation site in Colombia, since, as requested by the COGFM in the technical annex of the LOR sent to the United States, the scope of this LOA is a complete solution and capacity with equipment installed in Colombia by a company or agency contracted by the Government of the United States, where the company is responsible for all activities and associated expenses from the acquisition of equipment, parts or individual services, transportation from the United States to the start-up of the solution equipment. Subsequently, the COGFM will receive this equipment properly installed and In operation at the designated sites in Colombia. Therefore, under these conditions, the point of delivery of the equipment covered by this LOA case is Colombia, since the installation, integration and start-up is carried out by the contractor or supplier, for its final delivery to the purchaser at the sites, the COGFM. Due to the foregoing, the General Command of the Military Forces, in accordance with the considerations already mentioned, will receive from the company or supplier the communications equipment installed and operating in Colombia, in each of the defined RIC sites. For this, the updated letter or communication was requested by each manufacturer and the send is pending, where the commercial condition and the commitment they have to guarantee transport to Colombia are confirmed. Once the contract is awarded and the execution of the LOA begins, the customs and nationalization aspects of the equipment and elements that enter the country will be carried out with the support and intervention of the Directorate of Foreign Trade of the National Army - COMEX Army. Finally, it should be noted that in the event of requiring some other aspect related to the transportation of material and equipment, in addition to what is already contemplated and included in the request, the Joint Department of Communications of the General Command of the Military Forces will carry out as an alternative plan the coordination and management of the necessary logistical support for a logistics operator (Freight Forwarder), transporter or military aircraft through the processes, capacities, infrastructure and means that the National Army, the National Navy and the Colombian Air Force have, with in order to guarantee the satisfactory execution of the LOA, given its importance and great impact on national security and in support of command and control. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.
