Description
THIS� NOTICE� DOES� NOT� CONSTITUE� A� REQUEST� FOR� PROPOSAL,� REQUEST� FOR QUOTE,� OR� AN� INVITATION� FOR� BID.�� NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The United States Department of Agriculture, Forest Service, Region 3, PPS intends to issue a Request for Proposals (RFP) for a firm fixed-price, CERCLA Environmental Services Indefinite Delivery/Indefinite Quantity (IDIQ) for National Forests located in the States of Arizona and New Mexico, for the United States Forest Service, Southwestern Region 3. The anticipated requirement will be issued under RFP Number 127EAV23R0002.� The RFP is expected to be posted to Contract Opportunities at https://beta.sam.gov/ in April 2022 (third or fourth week). This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15.� The Government intends to award a multiple award �firm fixed-price IDIQ contract.�� SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. The� North� American� Industry� Classification� System� (NAICS)� Code� for� this� procurement� is 562910 (Environmental Remediation Services) with the annual size standard of 750 employees. SITE VISIT:N/A. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest. Project Description: Region 3 CERCLA Environmental Services Project Location: States of Arizona and New Mexico The intent of this contract is to secure the professional services of one or more Contractors to provide technical services for site response activities.� This includes conducting various evaluations, studies, and reports as specified in the National Contingency Plan (NCP) found in 40 CFR 300 or as required by the Resource Conservation and Recovery Act (RCRA) or other federal or state hazardous waste cleanup regulations.� The Contractor may be requested to complete the following studies;� Phase I Environmental Site Assessments (ESA), Preliminary Assessment (PA), Site Inspection (SI), combined PA/SI, Potentially Responsible Party (PRP) Search, Risk Assessment, an Engineering Evaluation/Cost Analysis (EE/CA), a Remedial Investigation/Feasibility Study (RI/FS), or other documents required for CERCLA response actions, including enforcement support.� The Contractor may also be requested to implement the CERCLA site remedy in accordance with the NCP with approved work plans and decision documents.� Work under this contract is broken into the following Work activities/areas Activity I :����� Site Assessment/Charaterization Activity II : ��� Removal Action Support Activity III :��� Removal Action Implementation Activity IV : �� Remedial Action Support Activity V :���� Remedial Action Implementation Activity VI : �� Enforcement Support Activity VII :� Other Technical Support and Assistance It is envisioned that a majority of the projects in all of the activity areas will involve abandoned/inactive mine sites, shooting ranges, dumps, landfills, land adjustments (acquisitions/conveyances), etc.� The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://www.sam.gov/.�� All interested firms must be registered on Contract Opportunities web site in order to� obtain� the� solicitation� documents� and� all� information� regarding� the solicitation.�� Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments.� Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA Forest Service solicitations must be registered in the System for Award Management (SAM) database.
