- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS IRTM Headquarters intends to award a firm fixed price sole source under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to: IHS GLOBAL INC. 15 Inverness Way East Englewood, CO 80112 The North American Industry Classification System (NAICS) code for this requirement is The NAICS code is 541511 - Custom Computer Programming Services. FWS intends to award this requirement as a sole source to IHS GLOBAL INC. 15 INVERNESS WAY EAST, ENGLEWOOD, CO 80112, enterprise wide / unlimited user access to the Total US Well & Production Data Base Bundle Content, US Pipeline and Facilities subscription renewal. FWS intends to award this requirement as a sole source to IHS because S&P Global, formerly IHS Markit Inc, compiles Oil and Gas data from many different sources and creates a uniform geospatial product that would be unnecessarily cumbersome and expensive for the USFWS to compile on its own. This data is delivered through the Enerdeq Web Platform, which is proprietary to S&P Global. FWS has a need for standardized oil and gas data to assist with the management of its refuges. S&P Global is the sole proprietor of the Enerdeq system. The data gathered is not standardized or in a very useable format by service personnel. S&P Global standardizes the data so that it is easily used by Service personnel. In essence, competition does not include access to the Enerdeq system which is proprietary to S&P Global and the oil/gas dataset purchased by FWS has gone through rigorous QA/QC and standardization process that the Service does not have expertise and especially time to do on its own. IHS is also ensure the latest information is in the database, which FWS could not possibly maintain on our own. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
