Industry Day Special Announcement The Norfolk District, U.S. Army Corps of Engineers, would like to invite dredging industry contractors to an Industry Day for the upcoming Norfolk Harbor, Craney Island Eastward Expansion, Pre-Dredging Phase 1C project, located, in Hampton Roads, Virginia. The event will be held via webinar on Thursday, 02 November 2023 from 0900 AM EST � 1030 AM EST. The Norfolk District will provide a conference webinar link and conference call-in information to all interested participants who properly respond by the due date. Registration requests must include attendee name(s), company, daytime telephone number, e-mail address and your relation to the dredging industry. Registrants are encouraged to include suggested topics for discussion when registering. There is no fee to attend, and webinar information will be distributed to the registered e-mail addresses. In accordance with DFARs 236, the estimated construction price range for this project is between $25,000,000.00 and $100,000,000.00. NAICS Code 237990 applies. Sources sought for all interested firms with a NAICS code of 237990 with a small business size standard of $37,000,000.00. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Description of Work: The Norfolk District, U.S. Army Corps of Engineers, is seeking eligible firms capable of performing new work dredging by mechanical or bucket plant at the southeastern cell of the Craney Island Dredge Material Management Area (CIDMMA). The southeastern cell is being deepened to a required depth of -42 feet mean lower low water (MLLW). No widening or other channel framework modifications are proposed at this time. Two feet of allowable overdepth dredging will be allowed as part of the contract dredging pay prism. A not to exceed depth of -44 feet MLLW will be observed for this project. Material removed from the construction footprint will be received by ocean-going scows and placed at the Norfolk Ocean Disposal site (NODS). Dredging is estimated to generate approximately 3-million cubic yards of pay volume. The Contractor shall be responsible for the following: dredging within the designated areas to the proposed and allowable pay depths, placing the removed material in ocean-going barges, transporting the ocean-going barges with the collected material to NODS, depositing the collected material at NODS, and communicating with the Port of Virginia maritime users to minimize impacts to vessel traffic, adjacent utilities, and dredging operations. USACE Norfolk District anticipates posting the Agenda, Slides, Plans and Bid Schedule prior to the Industry Day event; these documents will also be provided during the Industry Day event.� The purpose of the event is to seek dredging industry input regarding best practices and examples of past success on similar projects for the technical execution of the Norfolk Harbor, Craney Island Eastward Expansion, Pre-Dredging Phase 1C contract. The event will begin with the District�s presentation of the Project�s environmental requirements, dredging areas, estimated quantities and dredged material placement considerations.� At the conclusion of the presentation, the District will facilitate a question-and-answer period. The District will document questions and answers and will consider them while preparing the final design and solicitation documentation. This announcement is not a contract solicitation, request for proposal, promise to issue any future contract, forum to discuss upcoming work, nor commitment to offer work of any kind on the part of the Government. The Army will not assume liability for costs incurred by an attendee or for travel expenses for attending this Industry Day event.
