- NOTICE OF INTENT TO AWARD SOLE SOURCE� KOENIG & BAUER BANKNOTE SOLUTIONS SA Non-sequential Large Examining and Printing Equipment (ns-LEPE) The Bureau of Engraving and Printing (BEP) Office of the Chief Procurement Officer (OCPO) on behalf of the Office of Production Engineering intends to award a sole source, firm-fixed-price contract for ns-LEPE at the new Washington D.C. Facility (DCF) and Western Currency Facility (WCF). The intended contractor is Koenig & Bauer Banknote Solutions SA. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. This Statement of Need (SON) is for the design, fabrication, assembly, integration, delivery, installation, set-up, testing and training of seven (7) ns-LEPE machines that will convert previously printed sheets into finished currency. The equipment to be supplied under this contract shall match the design and processing capabilities of the existing ns-LEPE machinery in operation at both Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF) and the BEP Washington D.C. Facility (DCF). Currency produced with the machinery to be supplied under this contract shall appear physically identical to that presently produced ns-LEPE. A determination not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government. Responses MUST be received NO LATER THAN 11:00 AM, EASTERN, 7 December 2023. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www/sam/gov. Responses MUST be submitted in writing ONLY via email to Naweed.Nezam@bep.gov and Wesley.Rankins@bep.gov within the closing date/time of publication of this notice.
