Description

This is a Synopsis Notification (Intent to Sole Source).� The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i).� ""Only one responsible source"" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.� The Government intends to solicit and negotiate with: �� Elsevier Inc. �� 230 Park Avenue, 8th Fl. �� New York, NY 10169-0929 ������� This requirement is for license subscriptions to access Elsevier�s digital platform, its contents, and materials by The Jefferson Library at West Point.� The following items / services are required (Base Year + 2 Option Years): � MFR:� Elsevier Inc. � P/N#:� None ITEM:� Knovel 2024 (Digital License Subscription) � QTY:� 1 each ��� PoP:� 12/01/23 thru 11/30/24 (Base Year) MFR:� Elsevier Inc. � P/N#:� None ITEM:� Knovel 2025 (Digital License Subscription) � QTY:� 1 each ��� PoP:� 12/01/24 thru 11/30/25 (Option Year 1)������ MFR:� Elsevier Inc. � P/N#:� None ITEM:� Knovel 2026 (Digital License Subscription) � QTY:� 1 each ��� PoP:� 12/01/25 thru 11/30/26 (Option Year 2)������� This is considered a sole source to Elsevier Inc because � based on market research and to the best of MICC West Point�s knowledge � their license subscriptions, digital platforms, and its contents are proprietary.� Its contents and materials are only accessible through their database.� The vendor does not sell nor supply access to their platforms through third parties.� Furthermore, previous purchase history shows Elsevier Inc as the sole source for the past 3 years on Contract# W911SD21P0005.� ������ The NAICS Code Qualifier is 513120; SBA Size Standard is 1000 employees. This Notice of Intent is not a request for competitive proposals.� However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of Elsevier Inc.� If you are an authorized partner / seller of Elsevier Inc, you must provide written proof from Elsevier that says you are authorized to supply / sell their license subscriptions as well as access to their digital platform, its contents, and materials on their behalf (* INFO WILL BE VERIFIED *).� All interested parties must provide the following data with their responses:� 1.� Company Name and Address 2.� SAMs Unique Entity ID (UEI) 3.� CAGE Code 4.� TAX ID# (aka �EIN� or �TIN�) 5.� NAICS Code (must be registered with NAICS 513120 to qualify) 6.� Business Size (must specify �Large� or �Small�) 7.� Company POC, Email, Phone# 8.� Proof (no exceptions) - - a.� Authorization letter from Elsevier Inc that says you are authorized to supply / sell their license subscriptions as well as access to their digital platforms, its contents, and materials on Elsevier�s behalf. � A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government.� Any information received will be considered solely for market research purposes to determine a future competitive procurement.� Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below.� Telephone responses or requests will not be accepted.� All replies / documents must be submitted via email only to jorge.l.acevedo4.civ@army.mil by NLT November 24, 2023 (Friday) @ 12:00 PM (EST). �
