- This notice does not constitute a request for proposal or request for quotation nor does it commit the government to contract for these services. The intent of this notice is to provide the pre-solicitation notice as required by FAR 5.2, Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date. On or about November 7, 2023, the Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM) ,Office of the Senior Procurement Executive (OSPE), Customer Acquisition Services (CAS), anticipates issuing a Request for Proposal (RFP) for Registered Nurse and Vocational Rehabilitation Counselors Case Managers for the Nurse Intervention Program and Vocational Rehabilitation Program for the Office of Workers' Compensation Programs (OWCP), Division of Federal Employees' Longshore and Harbor Workers� Compensation (DFELHWC). The government contemplates a single Firm-Fixed Price (FFP) type contract with a period of performance consisting of one (1) 12-month base period and four (4) 12-month option periods. The requirement for Nurse and Vocational Rehabilitation Services shall be competed utilizing full and open Competition with no set-Asides for small business contractors. Large businesses will be required to submit a subcontracting plan. Prospective Offerors MUST be actively registered in the System for Award Management (SAM) to be eligible for award. The NAICS codes for this requirement are�- 621999 All Other Miscellaneous Ambulatory Health Care Services, with a size standard of $20.5 million, and 624310 - Vocational Rehabilitation Services, with a size standard of $15 million. The Product Service Code (PSC) for the requirement is Q401. Contractors shall not directly contact the Contracting Officer or Contract Specialist to discuss this requirement. During the solicitation phase, contractors will be provided the opportunity to submit relevant questions.
