- The technical POC will use the characteristics on this worksheet to determine if any alternate offers meet the government s requirements. To that end, please describe the essential characteristics of the brand name item that make it what the Government needs. Not all characteristics will necessarily apply (e.g., do not include weight unless weight is actually important).
