- N0016424SNB52 � SOURCES SOUGHT � WOODEN SHIPPING CONTAINERS � PSC 8145 � NAICS 321920 Issue Date: 26 March 2024 � Closing Date: 26 April 2024 � 2:00 PM Eastern Naval Surface Warfare Center (NSWC) Crane is issuing this sources sought announcement as part of market research in accordance with FAR 15.201(d) to determine the availability of sources to manufacture and assemble wooden shipping containers. This Sources Sought is published to obtain information for use by NSWC Crane Division, for market research and planning purposes only; and is not a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This�RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote�(RFQ), or a Request for Proposal (RFP) and it should not be construed as a�commitment of any kind by the government to issue a formal solicitation or ultimately�award a contract. The US Government is in no way liable to pay for or reimburse any�companies or entities that respond to this announcement. Any costs incurred by�interested companies in response to this announcement will NOT be reimbursed.� All interested parties are encouraged to submit company and product literature, a white�paper no longer than 5 pages, and/or other pertinent information, such as a capability�statement and a statement of current availability, lead time of the solution,�production quantity breaks, any past performance with Government contracts, past performance, of similar efforts, and an estimated Rough Order of Magnitude to build the wooden shipping containers.�� The attached Shipping Container design drawings 21SW007 and 21SW0014 are drafts and UNCONTROLLED documents. The United States Navy has a need for production and assembly of 700-1500 wooden shipping containers between the Fiscal Years 2025-2029 built in accordance with the requirements listed below: Must use both 21SW007 and 21SW0014 for complete container design specifications (See attachments 1 and 2) All wooden parts of each container must be heat treated via ISPM 15 Lumber can either be heat treated before or after box construction Lumber must be SPF variety Follow specified fastener list as detailed in 21SW0007 Containers are expected to be assembled with internal blocking as show in sheet 7 of 21SW0014. Only block types 2 and 3 are to be permanently fastened to floorboards as shown on sheet 1 Block types 1,4, and 5 are only placed in box as shown in sheet 7 Contractors must be properly registered in the Government System for Award Management database (SAM).� Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the Internet at https://www.sam.gov/SAM/.
