PRE-SOLICITATION NOTICE This notice is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply, service, construction, architech/engineering projects. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Project Title: Chimney Rock National Monument (CRNM) � Phase #1 Exterior Improvement Project Location: Pagosa Ranger District, 20 miles outside Pagosa Springs, Colorado Description: The� U.S Forest Service (USDA), is seeking proposals for the Chimney Rock National Monument (CRNM) Phase #1 Exterior Improvement Project. CRNM is a pivotal archaeological site dating back to the Pueblo II era, located approximately 20 miles southwest of Pagosa Springs, Colorado. This project aims to enhance the exterior aesthetics and visitor experiences around the existing visitor�s center and entrance areas. NAICS Code: 237990 Other Heavy and Civil Engineering Construction (Ensure your company is registered for the NAICS Code 237990 for this requirement) SBA Size Standard: $37 Million PSC Code: Z1FB Maintenance of Recreational Buildings Solicitation/Award Type:� This requirement is being solicited as a 100% Total Small Business set-aside, with the intent to award a Firm-Fixed Price contract.� A single award will be made from the solicitation without discussions. Scope of Work: The work includes, but is not limited to: Base Bid Items: Construction of natural appearing rock lined drainage swales. Construction of barrier rock walls and installing barrier rocks. Construction of new aggregate trails. Transplanting local trees and installing a variety of new shrubs and plants. Installing a drip irrigation system with tank, pump, controllers, and electric service. Option Bid Items: Construction of barrier rock raised planters, additional barrier rocks, and aggregate trails in the parking area. Installation of additional drip and overhead spray irrigation systems. Planting new trees and additional new shrubs and plants. Refinishing or replacing existing plaza light fixtures. Revegetating disturbed areas. Construction of a new dumpster enclosure with dumpsters and a new flagpole. Technical Requirements: Contractors are expected to provide all necessary management, labor, equipment, and materials for the renovation of the exterior landscape of the visitor center. This includes, but is not limited to, installation of an irrigation system, tree and plant work, construction of compacted aggregate pathways, and rock work. Contractors must visit the site to familiarize with conditions before bidding. All necessary licenses, permits, and compliance with laws are the contractor's responsibility, including liability for damages. Site Location and Access: CRNM is located approximately 20 miles southwest of Pagosa Springs, Colorado. Directions: From Pagosa Springs, drive southwest on Highway 160, turn south onto CO-151, drive approximately 3 miles, then turn north onto Forest Road 617 for about half a mile to the project site. Coordinates: 37�10'32.91""N, 107�18'9.13""W. Period of Performance: 75 calendar days from notice to proceed through October 31st, 2024. No weekend or Federal holiday work permitted. Daylight hours only. Magnitude: Between $100,000 and $300,000 In accordance with FAR 36.204, for construction contracts, we are obligated to state the magnitude of a project using specific price ranges, both in terms of its physical characteristics and estimated price range. However, it's crucial to understand that these price ranges are broad categories and selecting one does not imply that our budget is at the higher end of that range. The intent is to give a general sense of the project's scale without revealing the Government's precise estimate. For instance, if we categorize a project as being ""Between $1,000,000 and $5,000,000,"" it doesn't mean our budget is close to $5,000,000. It simply means the estimated cost falls within that bracket. The actual value could be anywhere within that range. We hope this clarifies the approach outlined by FAR 36.204. Solicitation Date: �The solicitation is anticipated to be issued on or after April 2024. Solicitation Documents:� All future information about this acquisition, including amendments, will be distributed solely through this site. The complete solicitation package will be attached and made available only through SAM.gov, https://sam.gov/content/home on or after 15 days of this notice.
