Description
The purpose of this pre-solicitation notice is to communicate with industry regarding the Government's upcoming requirement for the anticipated USAID/Egypt Fire Protection System Upgrade.� The U.S. Agency for International Development (USAID), represented by the Executive Office (EXO) in USAID/Egypt is issuing this Pre-Solicitation Notice. The anticipated contract�s goal is the procurement and installation of a fire alarm system for the USAID/Egypt office building due to the malfunction of the existing system that is considered impaired and not code compliant. USAID values ideas and information provided by industry and seeks their input. Responses to this notice are NOT considered offers and CANNOT be accepted by the Government to form a binding contract. USAID is not seeking technical or cost proposals at this time. Please do not submit a full proposal as it will not be reviewed and will be discarded. Responses to this Notice are strictly voluntary and USAID will NOT reimburse for the preparation of information submitted. Submissions in response to this NOTICE will NOT be returned ver, receive a confirmation of receipt of the response. By responding to this NOTICE, there will be no advantage to any entity in any subsequent procurement. This Notice does NOT restrict the Government�s acquisition approach on a future solicitation. ��Background and General Information: The USAID facility in Cairo consists of four stories plus basement, penthouse, and garage.�� The building is protected by a wet sprinkler system and standpipe systems boosted by electric and diesel fire pumps. A Simplex 4100u voiced/emergency evacuation fire alarm system provides detection and notification throughout the building. Server rooms are protected by FM-200 clean agent suppression systems. In addition, an Ansul kitchen hood wet chemical suppression system protects the kitchen equipment.����� Currently the building is occupied by USAID/Egypt.� As such, the authority of jurisdiction is Department of State (DOS) overseas buildings operations (OBO/Fire) fire protection.� The project is sensitive but unclassified.��� Contractor must provide all required equipment, programming, and software to provide specified system operation whether specifically indicated or not and to provide complete and fully operational systems.� Locations for all speakers, strobe lights, pull stations, junction boxes and terminal cabinets must be coordinated with lights, HVAC duct work and registers, sprinkler piping and other ceiling fixtures.� All new wiring and circuit must be provided in electrical metallic tubing or other approved conduit even concealed behind the soffit. In areas without ceilings, conduit must be installed as unobtrusively as possible, as close as practical to the floor/ceiling slab and following the structural elements. All visual alarm strobe and combination audible/visual units will be mounted per NFPA 72 and ADA requirements. Install smoke detector minimum 3 feet away from an air diffuser and/or return air opening.� A factory certified fire pump representative must be present at the initial pump start up and final commissioning.�� Contractor is responsible for avoiding all conflicts with storage, lighting fixtures, diffusers, grills, ducts, conduit and other piping and other obstructions encountered. The facility is located in a seismic zone.� Provide required bracing, flex couplings, and clearance per NFPA 13. Provide means that the contractor must furnish and install complete and ready for intended use. The facility will be occupied during construction. The contractor must keep the existing fire alarm system in operation. Provide fire watch during any system down time and notify USAID in writing 24 hours in advance.� All work in occupied areas must be done after hours.� The above points are not exhaustive list of the requirements and do not include additional specifications and details.� This information is for planning purposes only.
