- 26 Mar 2024 - Amendment 0002 Posted. Amendment 0002 Incorporates updates and additions to Section J Attachments. Attachment 19, Pre-Proposal site visit questions and responses, dated 25 Mar 2024 is ADDED. In addition, five (5) individual CAD file drawings are ADDED as attachments 20, 21, 22, 23 and 24. These CAD files are to be used for the development of the SEED project proposal. Attachment 13, Section L, Instructions to Offerors has been UPDATED to revised dated 25 Mar 2024 (changes highlighted). In addition, Provision 52.228-1 titled Bid Guarantee is ADDED in full text to Section L.18 Mar 2024 - Amendment 0001 Posted. Amendment 0001 incorporates updates and additions to Section J Attachments. Attachment 18 (combined) Meeting Minutes, sign-in sheet and Briefing Slides from Pre-proposal site visit conducted 14 Mar 2024 has been ADDED. SEED Project Attachments 07, 08 have been UPDATED to correct building numbers. SEED Project Attachment 09 has been UPDATED to Attachment 09a dated 14 Mar 2024.This solicitation is for the Simplified Acquisition for Base Engineering Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) contract for 1st Special Operations Contracting Squadron (1 SOCONS) at Hurlburt Field, FL.This acquisition will be for non-complex, minor construction, maintenance and repair projects at Hurlburt Field AFB in Okaloosa County, Florida. Construction projects will be awarded by individual task orders on an as-needed basis. Projects will be in support of real property maintenance, repair, alteration, and new construction. All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, plans, tools, equipment, transportation, supervision, management, and other services (including engineering/ technical design support), items, and incidentals necessary for the successful completion of issued task orders.The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to design, manage, and accomplish a broad range of repair, alteration, and/or new construction work on the installation and other real property owned or managed by Hurlburt Field. The projects will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, carpentry, roofing, millwork, road repair, and other specialty and general construction work.The resultant contract will be awarded to a single responsible offeror who provides the government Best Value. Through the evaluation phase, the Government may consider award to other than the lowest priced offeror. This acquisition will be a competitive 8(a) set aside.The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $45M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. Performance period is one base period of six (6) months with four (4) one-year options. The contract will be a single award, Firm-Fixed-Price type contract. Estimated magnitude for the life of the contract is between $10,000,000 and $25,000,000. Payment and performance bonds will be required within ten (10) days of contract award for each task order issued under this IDIQ. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The closing date and time for submission of offers, as well as the date and time for pre-proposal conference is contained in the solicitation package, which will also be made available on the government point of entry (GPE) website at https://www.sam.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award.Registration requires applicants to have a DUNS number.
