- Multi-gas Scanner and Selective Photoionization Detector Gas Measurement Device, US EPA, Region 6 NOTICE OF INTENT TO SOLE-SOURCE DESCRIPTION OF REQUIREMENT: This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority and procedures of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The U.S. Environmental Protection Agency (EPA), Region 6 intends to award a single source purchase order to Safe Environment Engineering LP, A California Limited Partnership, located at 28320 Constellation Road, Valencia, CA 91355, for the acquisition of Draeger X-pid 9500 Multi-gas scanner and Selective Photoionization Detector Gas Measurement Device, providing EPA Region 6 ECAD with new enhanced capabilities, allowing for real time identification and resolution of hazardous organic compounds and specific hazardous chemical compounds during regulatory inspections. The anticipated delivery date is 60 days ARO. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 �Other Communications Equipment Manufacturing�. Its associated Small Business Size Standard is 800 employees. 1. SUMMARY OF REQUIREMENT: U.S. EPA requires the purchase of one (1) hand-held, multi-gas scanner and selective photoionization detector (PID) gas measurement device for field identification and real time speciation of multiple volatile organic substances, including benzene, tolulene, isobutylene, xylene, ethylbenzene, n-hexane, and other volatile organic compounds (VOCs) from tanks, valves, pumps, and other equipment located at stationary sources. Equipment must be capable of operating in industrial settings. This equipment will be used in the U.S. for compliance inspections and by inspectors in the field for mission-critical inspection work. Requirement: Purchase One (1) Multi-gas Scanner and Selective Photoionization Detector Gas Measurement Device, and equipment including: 1. Only Safe Environment Engineering parts and accessories can be installed on their instruments to function properly. Additionally, Safe Environment Engineering, is the sole authorized provider of on-site and remote support including installation. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a response which shall be considered by the agency. The information must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest in writing via email to Ovie.Magbegor@epa.gov within ten (10) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within ten (10) days, an award will be made to Safe Environment Engineering.
