- This Request for Information (RFI) is being issued to gain knowledge of potential sources for the Missouri Construction Multiple-Award Task Order Contract (MATOC) recompete. This notice is for planning purposes only, no proposals are being requested, and there is no solicitation package available currently. All interested parties should respond, and the Government may conduct one-on-one communications with contractors to gather additional market research information related to this notice. The Government will not pay for any information gathered because of this notice. The Government has a requirement to establish an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for a broad range of construction, maintenance, and repair services in support of the National Guard throughout the state of Missouri and the greater St. Louis metropolitan area. The primary purpose of the MATOC is to support the 131st Bomb Wing located at Jefferson Barracks Air National Guard Station in St. Louis, MO, the 139th Air Mobility Wing located at Rosecrans Air National Guard Base in St. Joseph, MO, and the 126th Air Refueling Wing located at Scott Air Force Base in Belleville, IL. The MATOC may also support other National Guard facilities located throughout the state of Missouri. The primary North American Industry Classification System (NAICS) code for the MATOC will be 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. Typical projects will include a variety of new construction, renovations, roofing, HVAC, electrical, flooring, fire suppression, and paving projects. All work will be in accordance with individual task order requirements. Most task orders anticipated for this MATOC will be for projects less than $1 million. Prospective contractors must be able to react within 120 minutes in response to emergency task order requirements. The Government will use information gathered from this notice to determine the acquisition strategy and if there are enough interested and capable small business contractors to support a small business set-aside. Draft evaluation criteria are attached, and contractors are encouraged to provide feedback/comments on the draft criteria with their response. Note: The Government does not intend to evaluate price at the IDIQ level; therefore, there is no price evaluation factor or seed/sample project included in the draft criteria.
