Sources Sought Notice/Request for Information:� 19INLE24I0014 INL Colombia Chemical Detection Equipment (PSC: 6640; NAICS: 334516) This combined Sources Sought Notice/Request for Information (RFI) is issued for planning purpose only, and does NOT constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought/RFI, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether this approach to securing contracting support is practicable. It will also provide information on the various equipment that may be commercially available to fulfil a possible requirement. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. The following information is required in this RFI/Sources Sought: 1.� Company name, point of contact, phone number, and address; 2.� UEI Number and CAGE Code; 3.� Interest in nature of participation [e.g., prime contractor, teaming partner, manufacturer, authorized reseller, etc. 4.� SDVOSB/HUBZONE/8(a)/WOSB certification; 5.� Complete technical specifications, functions, and capabilities of the equipment as it pertains to satisfying or exceeding the requirements as noted. 6. Reasonable expectations for delivery timeline. 7. Availability of training in both operation and maintenance of equipment 8. Questions, clarifications and/or recommendations to INL to inform a subsequent Notice of Funding Opportunity. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. This information is due no later than Tuesday, April 9, 2024 at 5:00 PM EST. Primary Point of Contact: Michele Coccovizzo Senior Contract Support Specialist CoccovizzoML@state.gov TECHNICAL SPECIFICATIONS INL � Colombia is requesting information pertaining to the possible acquisition and deployment of handheld chemical detection analyzers dedicated to disrupt the trafficking of chemicals to process illicit drugs of natural and synthetic origin. This equipment will allow greater effectiveness in the development of interdiction operations in rural areas. This equipment detects, analyzes, guides and facilitates the identification of narcotics, chemical substances, explosives, synthetic drugs and new psychoactive substances that are used by illegal armed groups to maintain their drug trafficking activities. Analyzers Provide and deliver six (6) handheld chemical analyzers that meet or exceed the following technical specifications, and provide training for 60 people in the city of Bogot�. Mode of operation: Portable, with optional docking station. Efficiently identifies threats at the point of need. Includes measurement delay timer for greater safety. Measure a wide range of substances. Variable output power. Allows customization of analysis parameters to obtain the most accurate analysis of specific materials. Graphical user interface: touch screen and programmable keys. Inspired by a smartphone with bright touch screen or large button navigation for use with protective gloves. Digital camera: on board. Record sample evidence and save it with the analysis. Reporting capabilities � on board. Immediate PDF generation and transfer of results with camera images. Standard library included: at least 13,000 compounds, including CWA, explosives, TIC/TIM and narcotics. Identification of up to four compounds in a mixture. User Created Library � Easily adaptable to new and emerging threats in a custom library. Data Transfer: Transfer results via WiFi or USB. Operating temperature: -20 �C to 50 �C intermittent, +40 �C continuous. Certification: MIL-810-G, IP-68. Battery: Removable/rechargeable lithium-ion battery or optional 123a battery operation. External Power: DC Wall Adapter, 100~240 VAC. TECHNICAL MANUALS The contractor must provide the following documentation: USER MANUAL: The User Manual must contain a description of the portable devices and their operation. The manual should highlight system limitations, safety information, and other important information. The manual must contain a detailed explanation of each task required during the operation of the portable devices and must fully explain and detail all maintenance tasks at the operator level. The contractor must provide the User Manual in Spanish. Printed copies required: 9 (one for each unit delivered plus an additional manual) Electronic copies required: 1 MAINTENANCE MANUAL: The Maintenance Manual must document and explain in detail all required corrective and preventive maintenance actions. The manual should highlight system limitations, safety information, and other important information. The contractor must provide the Maintenance Manual in Spanish. Electronic Copies Required: 1 Hard Copies Required: 2 ON-SITE TESTING AND DEMONSTRATION The Government reserves the right to conduct an in-country (Colombia) testing / demonstration of the proposed product. The Contractor shall, no later than 15 calendar days after receiving a request from the Contracting Officer, conduct testing / demonstration of the proposed product in Bogota, Colombia. The location of the demonstration will be identified in the Contracting Officer�s request. TRAINING Location Training will take place at the following Colombia location: TBD The training location and utilities will be provided free-of-charge by the Government of Colombia. The Contractor shall provide the following information to the COR at least 4 weeks prior to commencement of training. Information is required to request access permission to GOC facilities. Contact : TBD �for access instructions and coordination. Training shall be conducted by OEM authorized instructors. The Contractor shall ensure that the course instructor is fully qualified and knowledgeable in the set-up, operation, and maintenance of the analyzers. The contractor shall conduct training in Spanish. Number of Trainees Up to sixty (60) students. DELIVERY (SHIPPING AND HANDLING INSTRUCTIONS) The equipment shall be delivered to INL warehouse in Colombia, Calle 22B # 32-62 if originating in Colombia or INL Freight Forwarder in Miami, FL. � USA for shipments originating in the United States (Address to be provided) The Contractor shall properly pack and consolidate the entire shipment to prevent damage, loss and/or misdirection.� Upon notification, the contractor shall replace any items lost or damaged during shipment. Partial shipments are not allowed unless approved in writing by the Contracting Officer. The items acquired will be donated to the government of Colombia, Colombian National police.� In addition to ensuring that all items are prepared for safe shipment, the contractor shall include all the necessary export approvals, required material data safety sheets, licenses, and paperwork.� One copy of the packing list and commercial invoice must accompany the shipment, attached to the outside of the �lead� or number one box/carton/package, or individually attached to the outside of each box/carton/package.� The packing list shall include, at a minimum: description, brand name, serial number (if any), and quantities. WARRANTY Contractor shall provide in-country warranty and support for at least two (2) years from the date products are accepted by the USG, manuals and training documents are delivered, or training is finalized (whichever is later). All in-person, telephonic, and e-mail warranty and support services shall be provided in Spanish. Warranty includes (at no additional cost to the Government) parts, labor, consumables, travel, shipping, transportation, and technical support required to maintain operational availability and performance of the analyzers. The Contractor shall provide, at no additional cost to the Government, library updates throughout the warranty period. The Contractor shall, at no additional cost to the Government, replace those units found to exhibit persistent systemic failures. CUSTOMS CLEARANCE AND TAX EXEMPTIONS The Contractor will not be reimbursed VAT or IVA under this contract by the USG. The prices set forth in this contract are exclusive of all taxes and duties from which the U.S. Government is exempt by virtue of agreement between the U.S. Government and the Government of Colombia. INL Bogota will provide to the Contractor, no later than 5 days after award of delivery order, a tax exemption certificate. INSPECTION AND ACCEPTANCE The designated representative of the US Embassy in Bogot� will be responsible for carrying�� out at least the following checks of the required elements: i.��������� Quantities ii.�������� Compliance with the offered technical specifications iii.������� Compliance delivery date iv.������� Correct operation of the required elements The packing list of all equipment shall include at a minimum: description, brand name, serial number (if any), and quantities. PERIOD OF PERFORMANCE (POP) or ESTIMATED DELIVERY DATE Contractor shall deliver all products, documents, and training no later than sixty (60) calendars days from receipt of executed delivery order.
