SPECIAL NOTICE: Request for Feedback, DRAFT Solicitation The Department of Interior, National Park Service, Contracting Operations Strategic, Nationwide TREE, AND OTHER RELATED SERVICES. See the Attached SPECIAL NOTICE WITH FEEDBACK FORM (Feedback Form starts on Page 4 of 5 - (8 questions)) ****DRAFT**** 1. The scope of services provided under the anticipated multiple award ID/IQ [Indefinite Delivery/Indefinite Quantity] is for a wide range of services related to the care and management of trees. These services may include (but is not limited to): (1) Tree Removal: Safe and efficient removal of trees, whether due to disease, storm damage, or other reasons. (2) Tree Pruning/Trimming: Trimming and shaping trees for health, and safety. (3) Tree Planting: Planting new trees to promote reforestation or improve landscaping. (4) Tree Condition and Risk Assessment: Evaluating the health of trees, diagnosing diseases or issues (including structural defects, soil, erosion, etc.), and recommending appropriate treatments. Evaluating the risk trees may pose and recommending appropriate treatments. (5) Tree Disease and Pest Control: Management and treatment of tree diseases and infestations by pests. (6) Emergency Tree Services: Responding to storm damage or fallen trees, often on an urgent basis. (7) Arborist Services: Certified arborists may provide specialized expertise in tree care and management. (8) Land Clearing. (9) Stump Grinding/Removal: Removing tree stumps to prevent regrowth and create a more usable landscape. (10) Mulching: Spreading mulch around trees to conserve moisture and improve soil health. (11) Tree Inventory and GIS Mapping: Documenting and mapping trees for urban planning or conservation purposes. (12) Tree Protection/Preservation Planning: providing guidance on protecting trees during construction. (13) Consultation and Advice: Offering expert advice on tree care. Phase Based, [Unrestricted] Full and open competition, is when all responsible sources are permitted to compete in accordance with the DESIGNATED SOLICITATION PHASE. Phase 1 (small businesses) and Phase 2 (large business, unless otherwise dissolved by amendment). If Phase 2 is removed (dissolved by amendment) the solicitation will be considered a TOTAL SMALL BUSINESS SET ASIDE and the following definition shall apply. As such, the solicitation will then be reserved exclusively for small business participation as defined by the NAICS 561730 and the size standard of $9.5M. Number of awards and business size pools: As a result, the Government intends to award multiple Indefinite Delivery Indefinite Quantity (ID/IQ) contract(s) in two pools (if supported). The potential pools are small businesses and large businesses. The number of awards anticipated to all business sizes is dependent on the outcome of Phase 1. Phase 1 is open and intended to select SMALL BUSINESSES only. Phase 2 is reserved for the selection of LARGE BUSINESS(ES), if supported and needed to provide nationwide coverage. The number of awards is based on best value and the goal to provide quality NATIONWIDE COVERAGE for all service types listed in the solicitation. In addition, the Contracting Officer in determining the number of awards will consider the mix of resources contractor(s) must have, the ability to maintain competition among awardees (i.e., nationwide, each region, every state, every territory, etc.), the expected duration and frequency of service types, and the scope and complexity of requirements. Based on this, a range of 7-25 awards are estimated. However, the government reserves the right to determine the proper number of awards based on the evaluation criteria, which may be more or less ID/IQs than the specified range of 7-25 awards. Maximum Contract Value: $100,000,000.00. The Maximum Contract Value is not per contract. It is a maximum aggregate threshold for all awarded Base ID/IQs. It is a single threshold for all contract holders, including contract pools. Contractor do not need to provide 100% of the services; however, the government requires 100% of the services and will base selection and the number of awards selections on best value to achieve the goal of Nationwide coverage. ****END OF DRAFT**** 2. This is a request for feedback announcement only. The purpose of this special notice is to solicit feedback of various ***DRAFT*** solicitation documents. The draft documents are for the following anticipated requirement: Department of Interior, National Park Service, Tree, and Other Related Services. Additional follow-on notices are not anticipated. Your responses will be due by Monday, March 11, 2024, 4:00 PM (ET) to the point of contact listed. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately issue a solicitation or award a contract, nor does it restrict the Government to a particular acquisition approach. The appropriate and primary NAICS for this planned project is 561730, Landscaping Services, with a small business size standard of $9.5M. As a reminder, in accordance with FAR 4.12, the prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract.
