Synopsis of Annual Bulk Petroleum Purchase for Western Pacific and Middle East Regions Contracting Office Address: Defense Logistics Agency - Defense Logistics Agency Energy 8725 John J. Kingman Road Fort Belvoir, VA 22060-6222 PRIMARY POINT OF CONTACT: Anthony Brown, Anthony.brown@dla.mil Description: The WESTPAC Purchase Program covers the annual bulk petroleum requirements for the Western Pacific and Middle East Regions (F76, JA1 (neat and with additives), and JP5). Delivery modes will be by tanker, shallow draft tanker, barge, tanker truck, railcar, and pipeline.� FOB Destination tanker offers will not be accepted.� These requirements may increase during the delivery period and be met by supplemental solicitations tied to this procurement.� Details of the requirements for this procurement are as follows: Fuel, Naval Distillate (F76), NSN: 9140-00-273-2377, Purchase Program 1.1 Estimated Quantity: 201,804,000 U.S. Gallons (USG) Turbine Fuel, Aviation (JP5), NSN: 9130-00-273-2379, Purchase Program 1.1c Estimated Quantity: 90,786,000 U.S. Gallons (USG) Turbine Fuel, Aviation (JA1), NSN: 9130-00-753-5026, Purchase Program 1.1h Estimated Quantity: 282,320,000 U.S. Gallons (USG) of which some USG requires additives. Delivery Period: Under Purchase Program 1.1a, 1.1c, and 1.1h, the delivery period is from January 1, 2025, through December 31, 2025, plus a 30-day carry-over period. The 30-day carry-over period allows for delivery of orders placed prior to the end of the ordering period. Solicitation Availability: Please be advised that a hard copy solicitation will not be available. �This solicitation will be available on the System for Award Management at https://sam.gov� under the solicitation number SPE602-24-R-0708. Vendors will be required to submit an offer through the Offer Entry Tool (OET).� If you intend to submit an offer, please familiarize yourself with the system and its requirements ahead of time.� A user manual can be found at: https://offerwizard.dla.mil/bulkoet/BulkOETServlet?class=umanmethods&method=displayDocPdf The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. Sources Sought Notice: DLA Energy intends to award a portion of the JA1 requirement on a non-competitive basis in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The quantity contemplated is 32,329,850 U.S. gallons (USG) of JA1 delivered by Pipeline, for Defense Fuel Supply Point (DFSP) Qatar Mesaieed, located in Mesaieed Industrial City, Qatar for the same delivery period as the rest of the requirements. Qatar Energy (or a subsidiary) is specified as the only source authorized to supply this fuel requirement within Qatar. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Authorization from Qatar Energy to access the Qatar Energy Refinery pipeline that can deliver JA1 to the DFSP Qatar Mesaieed storage tanks must be included.� This is not a request for competitive proposals. Other interested parties may submit a capability statement which shall be considered by the Government.� Capability statement must include authorization from Qatar Energy to supply this requirement. The deadline to respond to the sources sought notice is 3:00 PM, local Fort Belvoir time on May 1, 2024.� A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
