Description
Notice of Intent for Lenel OnGuard Version 8.0 Access Control System Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, the purchase and installation of Lenel OnGuard Version 8.0 Access Control System components for the construction of a Fire Station Headquarters and an Air Passenger Terminal at Hanscom Air Force Base in Lincoln, Massachusetts. The project consists of the construction of a new 3070 square meter (33,045 square foot) Fire Station Headquarters facility housing Hanscom�s Fire Station and an Air Passenger Terminal/Distinguished Visitor Lounge and Safety Offices building to house an air passenger terminal, distinguished visitor lounge, six safety offices and associated parking. Hanscom AFB has instituted a base-wide standard for access control systems (ACS). The base standard is Lenel OnGuard Version 8.0. A base-wide standard for access control systems allows base security forces to operate and maintain one system. LenelS2 solutions provide end-to-end encryption using the latest standards. They also support third-party multi-factor authentication in addition to smart credentials, biometrics, mobile and pin reader technologies. ACS systems from different manufacturers are not compatible with each other. Having a base-wide standard provides base security by having security credentials (CAC cards) only programmed into one system and monitoring of alarms only in a single system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Lenel OnGuard version 8.0 Access Control System. The Government is not obligated to and will not pay for any information received from potential sources because of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Lenel OnGuard version 8.0 Access Control System is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
