The purpose of this modification is to answer technical questions. 687-25-701 EHRM Infrastructure Upgrades Tier 2 Data Center Design - Walla Walla, WA Questions and VA Response Tracking Sheet Could you please clarify the submission due date for the 687-25-701 EHRM Infrastructure Upgrades Tier 2 Data Center Design - Walla Walla, WA solicitation?� � I see it listed as 2/25/25 on the SAM website general information page but it is listed as 3/7/25 in the actual solicitation.� VA Response: The SF 330 submission is due by 1:00 PM ET on March 7, 2025. We see a response date on Sam.gov and page one of the Pre-Solicitation Notice of February 24, 2025. But we see a submission date on page 8 of the Pre-Solicitation Notice of 1:00 pm ET on March 7, 2025. Can you confirm the response date is March 7, 2025? VA Response: See answer to Question 1. Please confirm the SF330 due date. The RFQ lists a Response Date of 02-24-2025 on page 1, and 03-07-2025 on page 8. With the questions being due 02-21-2025, this would leave limited time to make any edits following the responses being posted on SAM.gov. Is March 7th the correct due date? VA Response: See answer to Question 1. Sam.gov and page 1� of the solicitation cites the submission due date as February 24th. One page 8 of the solicitation, the solicitation cites March 7th� as the submission due date. Given that the cutoff for questions is cited as February 21st, we request that the March 7th� due date be honored as the due date to allow for adequate time to incorporate changes that may come out of the responses to the questions. Please clarify the submission due date.� VA Response: See answer to Question 1. The cover page of the Pre-Solicitation Notice shows a response date of 2/24/25 but the Submission Requirements on page 8 show March 7th. Could you please confirm that March 7th is the correct due date? VA Response: See answer to Question 1. In the Pre-Solicitation notice� (Page 8 of 9, under 5. SUBMISSION REQUIREMENTS), it states that the SF 330 submission is due by 1:00 PM ET on March 7, 2025.On SAM.gov, however, the due date is shown as February 24, 2025, at 1:00 PM EST. Could you please confirm the correct submission deadline for the SF 330? We want to ensure compliance with the requirements and avoid any misunderstandings. VA Response: See answer to Question 1. There are two different due dates listed throughout the Sam.gov link and the solicitation (February 24th� and March 7th). I just wanted to confirm if the due date was February 24th� or March 7th.� VA Response: See answer to Question 1. I just wanted to verify that the Walla Walla EHRM submission is due March 7th, as stated in the Submission Requirements of the Pre-Solicitation (although the cover says February 24th). VA Response: See answer to Question 1. We simply want to confirm that the due date for SF330s is Friday, March 7 at 1:00pm EST - both SAM and the first page of the Pre-Solicitation Notice say otherwise. VA Response: See answer to Question 1. On page one of the solicitation, it states the due date to be February 24, 2025 1:00PM EST. Whereas, on page 8 it states the due date to be March 7, 2025 1:00PM EST. Can you please confirm the due date for this pursuit? VA Response: See answer to Question 1. With regard to the SF-330, I want to confirm your 30 page limit, and how it will apply to the submittal, as listed below.� Cover Letter - 1 page Sections A-C 1 page Section D - 1 pages Section E- 15 resumes Section F - 5 pages Section H - 6 pages - from the solicitation the following items are listed as Primary Selection Criteria for section H 2. Specialized Experience and Technical Competence -Narratives addressing Management, Discipline & Sub coordination, QC, knowledge of VA standards 3. Capacity - including details of current workload and last 12 months as described in p.5 5. CPS Experience - Project descriptions including 10 areas of experience... Must include a description of unforeseen conditions and emergent situations requiring correction. Include description of firm being proactive or responsive.� 6. Knowledge of Locality Part G - 1 page If we omit the cover letter, the will allow 7 pages for Section H. Can you please confirm that fits your expectations? VA Response: The page limit is changed from 30 pages to 50 pages. Page 8 of the solicitation reads: ""The SF 330 submission must not exceed a total of 30 pages. This includes title page, table of contents, and any other relevant information. Any pages submitted by an offeror that exceed the limit will not be considered during the evaluation. Each page must be in Arial size 12 font, single spaced. Part II of the SF 330 and any CPARs or PPQs will NOT count toward the page limitation.""� The solicitation requires 15 required roles thus 15 Section E one-page resumes (15 pages), 5 Section F Project (5 pages),� 1 Section G Matrix (1 page), in addition to (1) Cover page, (1) TOC, and Sections ABCD (2 pages) � totaling to 25 pages which would only allow 5 additional pages to provide all the Section H narratives including several capacity charts. We therefore request the page limitation be increased to 50 pages, so we are able to properly provide all that is required in Section H.� VA Response: See answer to Question 11. Given the requirement to submit 15 resumes, could the page limit be extended to provide more space for Section H? With all SF330 sections included, there appear to be fewer than five pages available for Section H, which makes it challenging to effectively include all the requested details on experience, capacity, workload, and other essential information. VA Response: See answer to Question 11. Regarding the request for no photographs being included, are charts, graphics or other informational tables still allowed in Block H in order to better communicate information regarding capacity, etc? VA Response: Charts, graphics, and informational tables are allowed. The Submission Requirements on page 8 state that the submission must not include photographs. Could you please confirm that graphics and tables are permitted? VA Response: See answer to Question 14. We see 19 SOW attachments listed on page 13 of the SOW. But do not see those attachments available on Sam.gov. Can we get those 19 attachments, as they will be instrumental in providing the needed information within our SF330? VA Response: All SOW attachments and site-specific documentation will be provided to the highest rated firm with the Request for Proposal. We see the request on page 7 of the Pre-Solicitation Notice to utilize the attached PPQ document. Due to the busy and often understaffed nature of work for the VAMC staff, can we utilize previously requested and completed PPQs to demonstrate Past Performance on recent and relevant projects? VA Response: Previously requested and completed PPQs may be submitted for projects provided in Section F of the SF330. Page 4 of the solicitation notes key positions ""Registered Communications Distribution Designer"" and ""Low Voltage Engineer."" Can one person serve both roles?� VA Response: Yes, one person can serve as both roles. Page 4 of the solicitation notes key positions ""Quality Assurance Manager"" "" and ""Commissioning Agent."" Can one person serve both roles?� VA Response: Yes, one person can serve as both roles. Our long-time teaming partner for structural engineering has extensive experience designing for EHRMs and seismic considerations from coast to coast. He is currently in the process of obtaining his license in Washington state and will have it prior to the potential contract award. � Will the VA accept this as meeting the requirement? (HFS) VA Response: Yes, this will be accepted. For the Low Voltage Engineer, are we required to submit a resume that is a licensed PE and/or RCDD or neither?� VA Response: RCDD Would it be acceptable for the Structural Engineer role to be filled by an individual who is licensed as a professional engineer in Wyoming and other states, but not in Washington? VA Response: No Would it be permissible to combine roles, assigning both the Electrical Engineer and Low Voltage Engineer responsibilities to a single individual? VA Response: No
