- UPDATE 26 February 2025: Questions are now due 6 March 2025, end of day. Submit questions to Brandon.Jump@dla.mil. Bids are now due 19 March 2025, end of day. See Attachment 4 - Continuation Page_rev1. Bids shall be submitted to show BASE BID Pricing as well as BASE BID PLUS OPTION 1 pricing. The Government will select whether we will proceed with the BASE BID pricing or the BASE BID PLUS OPTION 1 pricing. There will be no ala carte selections between the two bids. QUESTIONS & ANSWERS: Performance and Payment Bonds: Could you confirm the exact timeline for submitting these after the contract award? � 5 days from contract award. DBIDS Pre-enrollment: Are subcontractors required to complete individual DBIDS registrations, or can they be registered under the prime contractor? � no, every individual requires DBIDS enrollment. Bid Guarantee: Are there any alternative forms of bid guarantee acceptable beyond the 20% bid price cap?�no Work Hour Extensions: The solicitation notes 7 AM - 5 PM work hours�is there a process for requesting extended work hours if necessary? -- yes, but on a limited need basis as determined by the work and schedule Liquidated Damages: Are there any conditions or scenarios under which the $500 per day penalty may be waived? � no Emergency Utility Cutovers: The contract requires 14 days� notice for utility interruptions�is there a process for expediting emergency cutovers? � no Submission via DOD SAFE: Is the proposal required to be submitted through DOD SAFE, or is this platform strictly for bid submission? -- DOD SAFE is for bid submission. Any docs that you would submit with your bid may go through there (ex/ bid price document as well as non-price proposal documents). That is the official place to submit your docs, because it timestamps the submissions with both the government�s notice and your notice. Submission Requirements: If the proposal must be uploaded to DOD SAFE, please confirm any specific instructions, required documents, or additional steps necessary to comply. -- I will annotate contractor attendance at the site visit, as well as make an update to SAM asking for industry participants to reach out to me with their email addresses so I can open the DOD SAFE link for them to submit bid docs. There are limits on how early I can do that with DOD SAFE, so the link will not be opened until after the site visit. Deadline Compliance: Is there a specific cut-off time for submission on March 19, 2025, or will proposals be accepted until 11:59 PM ET? -- The due date is 11:59pm Eastern. You have the full day to submit bids through DOD SAFE. If there are any changes to this plan, I will notify everyone publicly via SAM, and likely offer an extension for fairness. Confirmation of Receipt: Once submitted, will we receive an official acknowledgment, and who should we contact if we encounter any technical issues? -- Yes, DOD SAFE will sent confirmations to both you and I. This is the most transparent and mutually accountable process that I was able to find.
