- THIS IS NOT A SOLICITATION. This synopsis is a NOTICE OF INTENT to award a BPA Call from an established BPA for Region 9 Road and does not constitute a request for quotes or submission of any information in response to this notification. Only contractors with an active BPA for the respective zone will be eligible for this call order. The USDA Forest Service (FS), Procurement & Property Services (PPS) is issuing this synopsis as a means of complying with the USDA�s policy in the Contracting Desk Book, section 413.303 Simplified Acquisition Methods � Blanket Purchase Agreements (BPAs). BPA calls over $25,000 require synopsis to the government point of entry, even if a synopsis was done at the BPA level. Exemption at FAR 5.202(a)(11) does not apply. The USDA FS intends on awarding a BPA Call for Culvert Replacement for the Midewin National Tallgrass Prairie. This procurement is restricted to the approved eligible companies.This requirement will be awarded as a BPA Call against the Region 9 Road Blanket Purchase Agreements previously solicited on the Government Point of Entry (GPE) at https://sam.gov/content/home. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice. Work includes but is not limited to: This project is comprised of all required labor, equipment, and materials necessary to perform the following work: Excavate and remove two 34-inch diameter, 38-foot-long corrugated metal pipes (CMPs) buried side by side in the existing roadway, installing a new CMPA arch, laying a layer of stones to protect the new water channel, and repairing the road crossing. Excavating and removing single 18-inch diameter, 19-foot-long corrugated metal pipe (CMP) buried in the existing roadway 60' north of the first pipe, installing a new CMPA arch, laying a layer of stones to protect the new water channel, and repairing the road crossing.
