Description
NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand Name/Exact Match Request for Quote (RFQ) for PARR Series 4680 Non-Stirred Pressure Vessel per the attached Specification Requirements. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 89243325QFE000494 is issued as a Request for Quotation (RFQ) and is available for downloading under Contract Opportunities at https://sam.gov/ and on FedConnect at https://www.fedconnect.net/Fedconnect. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective January 17, 2025. This Brand Name-Exact Match Only RFQ is being solicited in accordance with FAR 16.505(a)(4). This RFQ is being advertised as an Unrestricted Full and Open Competition. The North American Industrial Classification System (NAICS) code for this effort is 334516 (Analytical Laboratory Instrument Manufacturing) and the small business size standard is 1,000 employees. FAR Clause 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Quoters shall include a completed copy of their Representations and Certifications with their quote, or ensure that their SAM.gov profile is up-to-date and complete in accordance with FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. FAR Clauses 52.212-4, Contract Terms and Conditions-Commercial Products and Services and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, apply to this acquisition. For FAR 52.212-5, please review this clause in-depth for further applicable clauses that might apply. BRAND NAME JUSTIFICATION: This brand name justification is written under the authority of 41 U.S.C. 3304(a)(5) as implemented by FAR16.505(a)(4), and FAR 11.105. NETL currently has a PARR High Temperature Vessel (autoclave) and for compatibility, consistency, interchangeability, and ease of operation requirements the same vessel is needed for the system which will be an exact in-kind, drop-in replacement for the damaged unit. The brand name/exact match of the PARR Series 4680 high pressure/high temperature vessel (autoclave) is required to be compatible with the existing system. Compatibility and interchangeability of the autoclave is required to allow for experimental and research data integrity and ease of operation. MINIMUM TECHNICAL REQUIREMENTS: See attachment for specifications. Interested vendors are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 1449, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net by the due date and time indicated in Block 8 of the RFQ SF-1449. EVALUATION: Selection will be based on the vendor�s quotation that is considered technically acceptable with the lowest firm-fixed price quote. Vendors are encouraged to offer promotional or discounted pricing to the Government. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary). Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All questions must be submitted electronically through FedConnect. Only those questions posted to FedConnect will be accepted. You must register with FedConnect to respond as an interested party to submit questions, and to view responses to questions. Questions will not be answered over the phone. The Contracting Officer must receive questions regarding the request for quotation (RFQ) via FedConnect within five (5) business days after the issuance of the RFQ. The Government reserves the right to not respond to any questions received after this timeframe. All responses to the solicitation questions will also be released on FedConnect referencing the RFQ number, with copies of both questions and answers, without reference to the originating sources. This is an electronic RFQ therefore no hard (paper) copies of the RFQ and related documents will be made available.
