- Temp Boiler Stub Outs Project No. 542-23-105, Solicitation: 36C24425R0061 Amendment No. 002 Contractor questions and VA responses. Include Site Visit Contractor sign-in sheet dated 5/22/2025 RFPs due June 12th 2025 at 10:00 AM Responsibility for Temporary Boiler Equipment Question: Per the bid documents, it is not explicitly stated whether the Government or the contractor is responsible for providing the temporary boiler unit. Can the VA please confirm whether the contractor is required to furnish, deliver, and install the temporary boiler, or will the VA be providing the temporary boiler for this project? VA: The contractor will be responsible for these items. Contractor Responsibilities Regarding Closure of Georgia Avenue Question: As referenced in the drawings and specifications, the temporary boiler and associated equipment will be placed in the area that impacts Georgia Avenue. What is the contractor s level of responsibility regarding the coordination, execution, and ongoing maintenance of the Georgia Avenue closure specifically in relation to emergency vehicle access and VA fire department coordination? Please clarify expectations for signage, physical barriers, and coordination efforts with VA security and first responders. VA: The contractor to provide signage, barriers, etc for maintenance of traffic and emergency access procedures in coordination with VA. Specific requirements and expectations of contractor will be developed during project kick-off. Trailer Platform Design Requirements Question: The specifications indicate that a platform is to be constructed for trailer access, but specific design criteria are not provided. Can the VA please clarify the following: What materials are required or recommended for the construction of the trailer platform? VA: Contractor supplied platform to be in compliance with Specification 11 15 00. Is a canopy or overhead cover required for the platform? VA: No. Does the platform need to meet ADA accessibility standards? Va: No. Are there any dimensional or anchoring requirements that must be adhered to? VA: Platform must be safeguarded against overturning from wind loading consistent with the factor of safety for similar temporary constructions. 4.) Is the location where the drawings direct us to connect the power fed by PECO & the existing emergency generator? VA: All the power will be coming from the existing panel inside the building. A new line will not be placed by PECO. 5.) The only controls requirement seems to be for a Steam Flow recorder with charts. Are there any additional controls required for the temporary boilers? VA: Contractor to provide temporary boiler control and monitoring in compliance with Specification 23 05 10, Paragraph 2.8, and 23 09 11, and Paragraph 2.1.K 6.) How many gallons of oil does each of the tanks on site hold to supply the boiler? VA: 25,000 gallons/tank, 4 tanks total 7.) The construction phasing note on sheet M-610 indicates the rental boilers are to be rented by the contractor doing the installation. Is the intent for the VA to assume the rental upon BOD of this project? VA: No, the boiler rental period ends with project completion. 8.) Is the #2 oil skid on site in the boiler room functional and usable for the temporary boilers? Are we to disconnect the existing pump set? VA: It is the intent of the project that the existing fuel oil pumps will serve the temporary boilers. 9.) Is there any flexibility for placement of the temporary boiler # 1 closer to the curb (moving it in a southern direction) or does it have to be placed partly on the grass as noted in the site layout document? VA: For bidding purposes, assume that placement will be as shown in the contract drawings. Flexibility with location may be possible with a review of contractor plans upon official submission. 10.) What is the bearing capacity under the site of the temporary boiler #1? We understand there s an abandoned tunnel beneath that trailer location. VA: A geotechnical investigation was not conducted as a part of this project. It is presently unknown whether there are historical geotechnical investigations in this area. The proposed trailer location is a paved area with a highway rated axle weight. 11.) Spec section 23 05 10 2.8A says to Provide temporary facilities to replace all functions of the existing boiler plant during the construction period. Upon completion of the scope of work in this contract, it is assumed that the VA will utilize the temporary boiler plant for some unknown period of time. Please define the total temporary rental period that should be included in this contract. VA: The identified maximum contract duration is 270 days. The rental period will coincide with the contractor s duration schedule for the temporary boilers. 12.) Spec section 23 05 10 2.8E says to Remove all temporary facilities from Government property after final use. Is the demolition/removal of all temporary facilities to be included in the cost of this project? If so, please define an approximate timeline for the removal of this temporary equipment. VA: Yes, the demolition/removal of all temporary facilities to be included in the cost of this project. Onsite areas will be identified by the VA upon award for storage of the temporary facilities. 13.) Block 10 of the solicitation says that this project is a Request for Proposal/Best Value Trade-Off Process. Refer to Evaluation Factors and selection criteria. We cannot find the evaluation and selection criteria. Please advise. VA: Experience in site management, boiler plants, Boiler Plant piping, Listing of all BEI Safety Manual requirements that are in compliance on the Temporary boilers, project schedule and fee. 14.) Please consider a second site visit since the plans/specs were not available for review until just before the initial site visit. VA: A second site visit can be accommodated upon request. Contractor to contact VA Contract Officer to schedule. 15.) Is a temporary fuel pump set needed? VA: No, existing fuel pump will be used for temporary boilers. References: On Dwg M-601 construction phasing, Mechanical 1.d. duplex oil pump set located in building #14 , 6. provide temporary fuel oil pump set , Keynote#7 shows oil piping connecting to existing and running out to the boilers (no portable shown). Also there are 2 asterisks on drawing M-601under (existing) pump set but I don t see any notes for the ** On Dwg M-101 also does no show a temp pump set, only piping tie-ins. The drawings seem to be contradictory of the notes. 16.) Dwg M-601 keynote # 5 does this mean the VA wants the stacks 10 feet above the steam trailer roof line? VA: As per PADEP permit. 17.) Are temporary condensate tank with pumps needed? VA: No, the existing system is to be in use during temporary boiler operation. Contractor will be responsible for connections and routing of the temporary condensate piping to the temporary boilers. References: Dwg M-102 clearly shows CTPD (pumped condensate) connected to existing CTPD at the existing DA up on the mezzanine then out to the temp boilers. Dwg M-601 Construction phasing Mechanical 1.c states condensate return pumps to be located in building #14 and supplied with temp boilers. 18.) The temporary boilers allow for monitoring of the systems operation only. Is there a further requirement than monitoring of the system operation with regard to the temporary boilers? VA: Yes, there will be additional monitoring as stipulated by PADEP. 19.) Can the government indicate which of the boilers systems should be capable of being monitored? VA: Contractor to provide temporary boiler control and monitoring in compliance with Specification 23 05 10, Paragraph 2.8, and 23 09 11, and Paragraph 2.1.K 20.) The government has included an entire specification section on the control system in the supplied specifications, there is no indication in the prints of a requirement to control the temporary boilers. Is this correct? VA: Controls are to be tied into the temporary control room. The contractor shall be responsible for all items indicated in specification section 230510 paragraph 2.8. 21.) If question # 20 in incorrect please provide a sequence of operation for the control system and indicate how the system should be controlled. VA: Contractor to follow sequence of operation identified by the temporary boiler provider to maintain pressure, and in accordance with the BEI safety requirements and contract documents. 22.) Is there an existing Jace or BACnet Gateway in the boiler plant? VA: There is an existing building control JACE or BACnet gateway within the boiler plant, however this project does not require the boiler controls to be integrated into that system. Boiler controls are a stand-alone system. 23.) It appeared the boiler was being monitored from the central reporting station in the center of the boiler plant, is this the only monitoring station for the plant? VA: Yes. 24.) M-001 Piping note #1 indicates the contractor should install high point vents at all system high points and low points. Vents and drains are required to facilitate system draining during testing and startup. Since system wide would imply through the entire facility can we assume installing high point and low point vents or drains in our scope of work would be sufficient? VA: Yes, just for the new piping within the scope of work. 25.) Is construction phasing note 1. Correct? Each steam generation trailer must be able to operate as a complete plant? VA: Yes, this is correct. Boilers are to operate in a N+1 configuration. 26.) Note # 9 on M-601 indicates the contractor should, Provide additional boiler interface control room PC workstations What are these workstations to control/monitor? VA: They interface with the existing and temporary boiler controls. Refer to Specification 23 05 10, Paragraph 2.8 for additional control/monitor points. 27.) If there is an existing control infrastructure for the boiler plant can the government provide drawings? VA: The government does not have existing control infrastructure drawings. The intent of this project is for the temporary boilers controls be monitored and interfaced at the temporary operator trailer, that meets the contract requirements, and Regulating Agencies. 28.) Is there a set of as built drawings available for the boiler plant? VA: No. Contractor will need to field verify all dimensions for fabrication drawings based upon contract documents. 29.) Is the VA requiring that the new pipe supports for the temporary boilers be Advanced Thermal Systems? Is this the only acceptable pipe support for HPS? VA: No, submit for evaluation against contract specifications. Advanced Thermal Systems provided as Basis of Design (BOD) for design dimensions and performance. 30.) General notes and conditions indicate the contractor should not use the scale on the drawings is this correct? VA: Yes. Contractor will need to field verify all dimensions for fabrication drawings. 31.) Who is the natural gas supplier for the Boiler Plant? Plans instruct the contractor to alter the existing gas regulator and provide a load letter from the utility. Can the government supply a POC from the supplier for the facility. VA: PECO. POC to be provided upon award. 32.) Do the portable boilers have to comply with VHA Boiler and Associated Plant Safety Device Testing Manual Eighth Edition? VA: Yes, generally they do. The awarded contractor is to provide to the VA COR a complete documentation of system components that do & don t comply with the Device Testing Manual to be evaluated for acceptance at bid as part of the bid evaluation. Portable boilers typically do not comply 100% with the BEI Testing Requirements. The VA will request a waiver for safety devices that don t comply. 33.) What are the emission requirements for the portable boilers? VA: Emissions must be in compliance with the PA DEP Air Quality Program. 34.) What permits (if any) are required for the portable boilers? VA: PADEP dictates permit requirements. Contractor will be responsible for submitting permit applications with information assistance from the VA.
