Description
The U.S. Army Contracting Command New Jersey, on behalf of U.S. Army Combat Capabilities Development Command - Armaments Center (DEVCOM-AC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to manufacture and produce Ammo-load Mark L Ammunition Loader brand name or equal. The intention is to procure this item on a competitive basis. The Government is seeking vendors capable of providing a Quantity of (1) new Ammo-load Mark L Ammunition Loader or equivalent that meets the following technical performance requirements with a lead time no later than 10 months from contract award: Load approximately 60 cartridges per minute Loading tooling for 7.62mm X 51mm NATO ammunition Incorporates the following functions: Sizing station Mouth flare Primer check powder drops Powder height check Bullet insert Bullet seating Crimp/OAL check Eject Conductive plastic in bullet and case collators Pressurized electrical panel to NEMA Class2/Div1 PLC Controlled Variable speed drive on machine and bullet and case collators certified to NEMA Class 2/Div 1 Multi-drop propellant dispensing capable of approximately 50 grains nominally per round with +/- 0.1 grain accuracy Fiber optic sensors for low powder, case and bullet levels Full set of bound, hardcopy manuals (operation, programming and maintenance) supplied along with electronic copies (PDF). The Loader and all components shall be sufficiently grounded and bonded, IAW MIL-HDK-419A �Grounding, Bonding, and Shielding for Electronic Equipment and Facilities,� to prevent initiation of energetics from accidental electro-static discharge. All components of the Loader requiring grounding shall tie into a single common ground lug for connection to the building ground system. On-site prove-out at contractor facilities, using non-energetic materials to verify rate, accuracy and optical sensor performance. 2-Year warranty Minimum Certification by Underwriters Laboratories (UL) or another authorized safety certification agency. The design of the loader data input devices, displays, controls, safety features, worker posture demands, worker task demands, and functional reach distances should comply with Human Factors Engineering guidance as per the design criteria from MIL-STD-1472G, commercial Human Factors guidelines, ANSI publications, or OSHA publications. The loader shall be new, not used or refurbished, and shall be produced in the USA.
