Description
The Navy has a requirement to extend the existing Period of Performance and Ordering Period under BOA N68335-23-G-0013 to 30 September 2027. The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a modification to extend the ordering period of Basic Ordering Agreement N6833523G0013 until 30 September 2027. This BOA was a sole source requirement issued to Thales Avionics SAS for maintenance, repair, and calibration of Optimized TopOwl (OTO) support equipment (SE) used to support the operations and maintenance of the OTO Helmet Mounted Sight and Display (HMSD) System installed on AH-1Z and UH-1Y Marine Corps Aircraft. Thales Avionics SAS is the Original Equipment Manufacturer (OEM) of the OTO HMSD System. The Government developed the UH-1Y and AH-1Z helicopters to incorporate the Thales designed OTO HMSD system as part of the platforms' weapon acquisition and engagement system. While the Government has limited rights to the H-1 portion of the OTO HMSD, the head tracking system algorithms, operating frequencies and system logic of the OTO HMSD is proprietary and considered protected technology by the French Government and are not for sale. In order to interface the OTO SE to the OTO HMSD, Thales incorporated the same proprietary and protected technology in the OTO SE. It is for these reasons that the design and interface documentation are not available to the US Government. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
