VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT Revision: 01 Effective Date: 11/15/2024 Page 1 of 1 Acquisition ID#: DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: _____ 36C262-25-AP-2417_ 1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West (RPOW), Network Contracting Office 22 (NCO-22), 4811 Airport Plaza Drive, Suite 600, Long Beach; CA 90815 as requested by the Phoenix VA Healthcare System. Transaction Number: 644-25-2-414-0144 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Phoenix VA Healthcare System is requesting general surgical instruments for the operating room and medical facility. The unique surgical sets will be used to replace some of the existing surgical set instrumentation and are essential for Veteran patient care. Estimated amount: $53,927.59. 2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The department currently uses Aesculap surgical tools and replacement of the tools are vital in performing effective operating procedures. The SPS department of Phoenix VAMC requests Aesculap surgical tools for compatibility with existing Aesculap Surgical sets. TrillaMed LLC, a SDVOSB vendor; is the only vendor authorized to sell and service the Aesculap surgical sets. In partnership with Aesculap USA, TrillaMed LLC is also the only company that can dedicate instrument repair and consulting to Phoenix VAMC. VAAR 806.302-5-70(b) Noncompetitive procedures for contracts below the Simplified Acquisition Threshold: When entering into a contract with a verified small business concern owned and controlled by veterans for an amount less than the SAT, a Contracting Officer may use procedures other than competitive procedures. 3. Description of market research conducted and results or statement why it was not conducted: A search of the SAC did not return any mandatory contracts for the items requested. NAC listed a few of the requested supply items but not all supplies. Aesculap Surgical Solutions/Aesculap USA, the manufacture; listed TrillaMed LLC as the sole source distributor for all Aesculap products and service. Additional market research was conducted and confirmed that TrillaMed LLC is a registered SDVOSB vendor. TrillaMed LLC is registered on SAM.GOV and does not appear on the Excluded Parties List (EPLS). 4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
