- Project Labor Agreement (PLA) Survey Notice This notice corresponds to the previously published notice: W912DW25Z13ES THIS IS A PROJECT LABOR AGREEMENT (PLA) SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE SOLICITATION, SPECIFICATIONS, AND DRAWINGS ARE NOT AVAILABLE AT THIS TIME. No proposals are being requested or accepted in response to this notice. The US Army Corps of Engineers Seattle District is soliciting comments from the construction community addressing the potential use of a PLA for the proposed construction of a Grays Harbor North Jetty repair. The work is located on the Grays Harbor North Jetty, Washington. This major maintenance action seeks to repair sections of the North Jetty which have sustained the most damage including areas where wave overtopping has reduced the crest width and crest height of the jetty. All work (transport and placement) must be performed using land-based equipment. New armor stone will require a minimum density of 167 pounds per cubic foot. Two classes of armor stone will be required for the outer and inner reaches of jetty; armor stones are anticipated to range between 10-35 tons. Procurement and staging of jetty armor stone will begin prior to jetty repair activities. Work is anticipated to begin in late 2025. The estimated magnitude of construction for the project is between $25,000,000 to $100,000,000. Project Labor Agreement (PLA) Survey: A PLA is a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). The Federal Acquisition Regulation (FAR) 22.503, �Policy� provides that: (a) Project labor agreements are a tool that agencies may use to promote economy and efficiency in the administration and completion of Federal construction projects. Pursuant to Executive Order 14063, agencies must require, unless an exception is found to apply per FAR 22.504(d), the use of project labor agreements for contractors and subcontractors in connection with large-scale construction projects. (b)The Government is issuing this survey notice as a part of market research for this proposed project. The intent is to obtain data on the history of recent construction projects in the local labor market of the project under consideration. The construction community is invited to respond to this notice by providing responses to the following questions: PLA Survey Questions: 1. Do you have knowledge that a PLA has been used in the local area on projects of this type? If so, please provide supporting documentation where possible. 2. Are you aware of skilled labor shortages in the area for those trades that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible. 3. Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project could be completed? If so, please elaborate and provide supporting documentation where possible. 4. Identify specific reasons why or how you believe utilization of a PLA would advance the Government's interest in achieving economy and efficiency in federal procurement of the referenced project. 5. Identify specific reasons why you believe a PLA would not advance the Government's interest in achieving economy and efficiency in federal procurement of the referenced project. 6. Identify any additional information you believe should be considered in any decision to use a PLA on the referenced project. 7. Identify any additional information you believe should be considered in any decision not to use a PLA on the referenced project. 8. Please provide the following information on relevant projects completed in the last 2-5 years: a) Project Name and Location; b) Detailed Project Description; c) Initial Cost Estimate vs. Final Actual Cost; d) Was the project completed on time?; e) Number of trades preset on the project; f) Was a PLA used?; g) What labor-related challenges were experienced during the project, if any? THIS IS NOT A SOLICITATION FOR PROPOSALS AND DOES NOT CONSTITUTE ANY COMMITMENT BY THE GOVERNMENT. Responses to this PLA Survey will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this notice and follow-up information requests, if any. All interested sources must respond to future solicitations announcements separately from responses to this market survey. In order to be considered, responses should be received no later than 14 calendar days from this post.
