Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-04 effective 2 June 2023. The complete text of any of the clauses and provisions may be accessed in full text at https://www.acquisition.gov/browse/index/far Due Date: All offers shall be submitted by 5:00PM KST 06/25/2025 to Coralie Thomas at Coralie.thomas.mil@army.mil or kwonethia.l.watkins.mil@army.mil 3. DESCRIPTION: The 25th ID is looking for Base Life Support Services and Supply items in support of United States (US) Military in Malaysia from 09 July 2025 to 07 August 2025. Support will include providing tents, cots, portable latrines, handwashing stations, portable showers, dumpsters, HVAC, flood lights, refrigerated trailers. The contractor will be required to service their leased equipment and be responsible for the repair or replacement of equipment with only minimal interruption of required services. 4. Offerors are requested to submit a quote for the line items on the Schedule of Services; Attachment 1- Performance Work Statement, CLIN 0001 through CLIN 0008 5. All responses to questions, which may affect offers, will be incorporated into a written amendment to the Request for Quote. The following Federal Acquisitions Regulations (FAR) apply to this acquisition: FAR 52.232-18 Availability of Funds: Funds are not presently available for this contract. The Government�s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. PROVISIONS AND INSTRUCTIONS TO OFFERORS Addenda to 52.212-1 Instructions to Offerors -- Commercial Items (March 2023) applies to this acquisition. A completed copy of 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-- COMMERCIAL ITEMS (Dec 2022) shall be submitted with the contractor�s offer. QUOTE SUBMISSION Quotes shall be sent electronically via e-mail to kwonethia.l.watkins.mil@army.mil and Coralie.thomas.mil@army.mil or via the PIEE Solicitation module. Quotations shall be submitted thru the PIEE Solicitation Module. The electronic quotation shall be submitted by 1700 hrs. in Korean Standard Time on the closing date of RFQ. 2. The quotation(s) shall include the following requirements IAW Para 1 above. a. Technical Proposal: The contractor shall submit the detailed specification for the proposed items and services along with the offer that demonstrates items meet the salient features and service in accordance with the Statement of Work in the solicitation. b. Price: Each item by CLIN and total price. c. Period of Performance: Demonstrate understanding of dates and types of vehicles requested in each period d. UEID: This includes the company submitting a quote�s SAM.GOV issued Unique Entity Identification Number. e. Past Performance references (2) in last 5 years f. Current and valid Malaysia Business licenses for this type of commercial activity. g. Multiple Quotes: Vendors may submit multiple quotes to demonstrate full availability of capabilities. Any quote submitted must meet the characteristics in Attachment 1- PWS. This will allow vendor to submit a minimum quote and best quality for consideration. Clearly label different quotes (i.e. COMPANY Quote 1 and COMPANY Quote 2). Addenda to 52.212-2 Evaluation BASIS FOR AWARD The Government will award a firm fixed-priced contract resulting from this solicitation to the responsible offeror providing an acceptable offer that satisfies all terms and conditions of this solicitation and then best value for the government based on a price and other factors through comparative analysis under FAR 13. The following factors shall be used to evaluate quotations: ?Factor A. Technical Capability: must meet the salient characteristics and performance in the Statement of Work by stating the description/ specifications of each item and demonstrate capability of performance in all aspects of the statement of work. ?Factor B. Price: The Contracting Officer will determine the proposed price to be fair and reasonable within the Federal Acquisition Regulation 13.106-3. ?Factor C. Past Performance: Past Performance will be evaluated to determine if relevant and recent. Relevant means applicable and pertinent to Base Life Support operations and Recent means performed within the past five (5) years. The Government will review the references submitted in the past performance questionnaire for up to two (2) projects of similar size, scope and complexity, then conducting comparative analysis amend offers. ?Factor D.
