140R6025Q0047 - SOURCES SOUGHT NOTICE YELLOWTAIL AND CANYON FERRY EXCITATION SYSTEM UPGRADE NOTICE: THIS IS NOT A SOLICITATION, BUT RATHER A SOURCES SOUGHT SYNOPSIS TO DETERMINE POTENTIAL SOURCES FOR INFORMATION AND PLANNING PURPOSES ONLY. The Bureau of Reclamation, Missouri Basin Regional Office, has a requirement to acquire a front-end upgrade of existing ECS-2100 voltage regulators by retrofitting new control boards and HMIs on existing generator units at two separate powerplants. The purpose of this sources sought notice is to identify and collect information on potential sources with the capability of providing these upgrades and control modules for the Bureau of Reclamation as described in the attached DRAFT Statement of Work (SOW). Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 335311 Power, Distribution and Specialty Transformer Manufacturing, and the related small business size standard is 800 employees. The Product Service Code is 6110, Electrical Control Equipment. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. A Firm-Fixed-Price Contract is contemplated. Anticipated solicitation release date is July 3, 2025. Anticipated period of performance is 4 months. All Small Business Sources are encouraged to respond with their capabilities statement if your company is interested and can demonstrate the firm�s ability, capability, and responsibility to provide the services detailed in the attached DRAFT SOW. Interested Small Business Sources should include the following information in their capabilities statement response: a) Business name, address, cage code, and point of contact information. b) Unique Entity ID for SAM.gov c) Business Size and Type: 8(a), HUBZone, Women-owned, Service-Disabled VeteranOwned, Indian Small Business Economic Enterprise, Small Business, etc. d) Evidence of your experience performing similar and relevant to the type and scope of work in this announcement within the last 3 - 5 years. The evidence should include the following: contract numbers, project titles, dollar amounts and points of contacts with email and telephone numbers. Please do not include more than 5 past projects. e) Include attachments cataloging the company�s equipment assets (as necessary), resources that demonstrate company responsibility and capability to perform required work. This is NOT a request for proposals and is NOT to be construed as a commitment by the Government. Responses to the sources sought notice will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this notice. Responses to this request for information are strictly voluntary and will not in any way effect the ability to submit a proposal or offer, nor will it have any effect on the evaluation of any contractor�s response to a future solicitation should one be issued. Responses to this notice should be submitted to Alicia Dunn, adunn@usbr.gov by June 30, 2025, 11:00 am MDT. Prospective Contractors must be registered and must maintain an active registration in the System for Award Management, (SAM), as required by FAR 4.1102. Prospective contractors must be registered in SAM prior to submitting a proposal. Lack of registration in the SAM database will make an offeror ineligible for prospective award.
