Description

The Bureau of Prisons intends to award a firm-fixed-price sole source contract to Colt Manufacturing Company, LLC under the authority of FAR 6.302-1, ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" This requirement is for M16/AR-15/M-4 series Colt Rifle Certification Training Courses for the Bureau of Prisons� Correctional Programs Division that enables Security Officers to inspect, maintain, and repair Colt rifles at their respective institutions. The anticipated contract value is approximately $34,200. The Government has determined that Colt Manufacturing Company, LLC is the only known source capable of providing the required services/supplies due to the proprietary training material required to maintain factory warranty compliance. This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the response deadline. Places of Performance/Dates: 1. North Central Region: August 6-8, 2025 FCI Leavenworth Training Center 1300 Metropolitan Ave., Leavenworth, KS 66048 2. East Region: August 20-22, 2025, USP Lewisburg Training Center 2400 Robert F. Miller Drive, Lewisburg, PA 17837 3. Mid-Atlantic Region: September 10-12, 2025 FCC Butner Training Center Old NC Hwy. 75, Butner, NC 27509 Response Instructions: Interested parties must submit detailed capability statements that demonstrate the ability to fulfill this requirement no later than June 20, 2025, at 09:00 a.m. Submissions must be emailed to k2redman@bop.gov. Authority: This acquisition is conducted under FAR Subpart 6.3, with a Justification and Approval (JOFOC) prepared under the authority of 10 U.S.C. 3204(a)(1) / 41 U.S.C. 3304(a)(1) and FAR 6.302-1.
