- This Sources Sought Notice is for market research and to determine the method of procurement for waste and recycling services at the Hines, IL, CMOP. Based on the responses to this notice, this requirement may be set aside for small businesses or procured through full and open competition. This notice is not a solicitation for proposals. Responses are for information purposes only. This notice does not authorize contract negotiations or guarantee funding. Requests for a solicitation will not receive a response, and feedback or evaluations will not be provided to companies regarding their submissions. Documentation of technical expertise must be presented in detail to determine that your company possesses the necessary experience to compete for this acquisition. Department of Veterans Affairs - Hines CMOP Statement of Work Solid Waste and Recycling Services SUMMARY: The Great Lakes Consolidated Mail Outpatient Pharmacy (GL-CMOP) in Hines, IL, seeks a service provider to remove non-hazardous and recyclable waste generated during the processing of prescription medications for Veterans. This will be a firm-fixed price contract with a duration of one base year and four one-year option periods, which will be exercised at the Government s discretion. LOCATION: GL-CMOP, 5000 S. 5th Ave, Building 37 NW Door 27, Hines, IL 60141 OBJECTIVE: To ensure the collection of solid waste and recyclable materials, such as corrugated cardboard, plastics (PETE, HDPE, PVC, PP), mixed paper, plastic film, mixed construction materials, and recyclable metals. SCOPE OF WORK: Weekly pick-up of solid waste from a 30 cubic yard compactor dumpster owned by GL-CMOP Twice weekly pick-up of recyclable materials on pallets Every two months, provide a 30 cubic yard open roll-off dumpster for mixed construction materials* Every two months, provide a 30 cubic yard open roll-off dumpster for large recyclable metal* * Materials will be collected upon notification from the COR and charged per use. CURRENT USAGE: Material Size Amount Garbage 30 cubic yard compactor dumpster (owned by GL-CMOP) One pick-up per week Full dumpster Polyethylene terephthalate (PETE) High-density polyethylene (HDPE) Polyvinyl chloride (PVC) 4 x 4 x 5 on pallet Two pick-ups per week, 1 - 2 pallets per pick-up Polypropylene (PP) 4 x 4 x 5 on pallet Two pick-ups per week, 1 - 2 pallets per pick-up Mixed Paper 4 x 4 x 5 on pallet Two pick-ups per week, 2 - 3 pallets per pick-up Plastic Film 30 x 30 x 24 on pallet Two pick-ups per week, 1 - 2 pallets per pick-up Cardboard 4 x 5 x 2.5 on pallet Two pick-ups per week, 15 - 20 pallets per pick-up Mixed construction (wood, metal, plastic, scrap, glass, etc.) 30 cubic yard open roll-off dumpster (contractor provided) Drop-off/pick-up every two months, or as needed by COR Scrap metal 30 cubic yard open roll-off dumpster (contractor provided) Drop-off/pick-up every two months, or as needed by COR NOTE: Current usage does not necessarily indicate future need. GENERAL REQUIREMENTS: The contractor must use equipment that meets OSHA standards and collect containers from specified locations. Both pick-up and return or transferring the contents from the existing dumpster to the contractor s mode of removal are acceptable methods; however, the dumpster turnaround time shall not exceed two hours. COLLECTION PROCEDURES: Containers supplied by the contractor must be handled securely to prevent loss of materials. The contractor shall immediately clean up any spillage that occurs during the pick-up process. Containers must be kept clean and sanitized; replacements must be provided within four hours if necessary. RECYCLING PROCEDURES: The contractor shall market the collected materials to recycling centers and remit the proceeds to the GL-CMOP via a monthly check. Weight tickets issued by the recycling center must be provided with each invoice for validation purposes. Recyclable materials must be delivered promptly to a processing facility to ensure proper handling and documentation. Failure to deliver on time will negatively affect contract performance. Trucks used to pick up recyclable waste must be clean and accessible for forklifts. A VA representative will load skids and bales onto the trucks using a forklift, electric pallet jack, or hand truck. OPERATING HOURS AND CONDITIONS: Collections must occur within the operating hours of 5:00 a.m. to 2:00 p.m., Monday through Friday. The COR's work hours for this facility are Monday through Friday, 6:30 a.m. to 3:00 p.m. The COR will provide an initial orientation to the facility, but orientations for new employees are the contractor's responsibility. Collections should be rescheduled in the case of weather-induced hazards without incurring penalties. STANDARDS OF CONDUCT AND SAFETY: Contract personnel must conduct themselves professionally, avoiding any behaviors that interfere with CMOP operations. Smoking, illegal substances, and weapons are prohibited on Government property. Compliance with OSHA and other applicable laws and regulations is exclusively the contractor's obligation. PERFORMANCE STANDARDS: The contractor must maintain a quality control program to ensure contract specifications are consistently met. Performance will be evaluated based on efficiency, timeliness, cleanliness, and proper handling of administrative tasks. Equipment failures must be repaired by 3:30 PM the day after they are reported. Temporary containment solutions must be provided to prevent service disruption. SURVEILLANCE AND COMPLIANCE: The GL-CMOP reserves the right to inspect tasks and address service complaints through the Contracting Officer. Valid complaints will be documented and must be addressed by the contractor within 24 hours of notification. Any unresolved disputes will be subject to investigation and resolution by the Contracting Officer. QUALIFICATION OF OFFERORS: Offerors must be established in the recycling industry, financially responsible, and demonstrate the capability to perform required services. All offerors must be registered in SAM and, if applicable, the VIP databases for SDVOSB or VOSB status. Liability insurance documentation must be provided at the time of the offer, award, and annually thereafter.
