***INTENT TO SOLE SOURCE NOTICE-*** � � Estimated Date of Award: June 30, 2025 Synopsis: � � Utilizing statutory authority available to Contracting Officers under FAR 19.406 and VAAR 819.7009, The Department of Veterans Affairs, VA Columbia Healthcare System located at 6439 Garners Ferry Road, Columbia, SC 29209 on behalf of the Birmingham VA Medical Center, located at 700 South 19th Street, Birmingham, Alabama 35233-1927 intends to make a direct award to Proaim America s, LLC. located at 2195, 16024 Manchester Rd #200, Ellisville, MO 63011 for the one (1) time purchase of VISUCORE (000000-2548-409 VISUCORE 500 BUNDLE - VCR500 (REFRACTOR, SCREEN AND TABLE) \F\ 1/EA\F\) and VISUPLAN (000000-2056-506 VISUPLAN 500 \F\ 1/EA\F\). Proaim is Carl Zeiss s preferred Small Disadvantaged Minority Owned Government Authorized Reseller/ Distributor, and the Birmingham VA currently owns and utilizes Carl Zeiss instrumentation, specially Cirrus Photo 600 , Clarus 500 and Humphrey Field Analyzer ; all systems utilize scalable ophthalmology software which is proprietary to Carl Zeiss, specifically VISUCONSULT and FORUM . ALL systems must be integrated into the existing VA network to allow the Birmingham VA Ophthalmology Service to possess an automated refractory unit to measure intraocular pressure with direct contact with the patient (Veteran). A Justification for Other than Full and Open Competition (JOFOC) has been prepared; a redacted copy is attached to this notice. The NAICS code utilized for this procurement is 339113 with a Small Business Size Standard of 800 Employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than June 18, 2025, at 5 PM EST. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Joseph Locke, Contracting Officer, joseph.locke@va.gov.� Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VISUCORE and VISUPLAN equipment; $176,105.20. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Proaim is Carl Zeiss s preferred Small Disadvantaged Minority Owned Government Authorized Reseller/ Distributor, and the Birmingham VA currently owns and utilizes Carl Zeiss instrumentation, specially Cirrus Photo 600 , Clarus 500 and Humphrey Field Analyzer ; all systems utilize scalable ophthalmology software which is proprietary to Carl Zeiss, specifically VISUCONSULT and FORUM .
