Description
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to issue a sole source Purchase Order to GeoSpectrum Technologies, of Dartmouth, Nova Scotia, to provide a commercially available low frequency acoustic tow boyd system. The system will consist of a tow body, with two low-frequency acoustic sources and an electromechanical , integrated tow cable. tow body system, that houses two low frequency acoustic sources (C-BASS M72-30) and a pressure compensation system, as well as an electromechanical tow cable, for driving the acoustic sources while towing the tow body from a surface vessel. This system will be towed from a surface vessel at a speed of, up to three knots, while producing sound pressure levels of 190 dB re 1 ?Pa, in the frequency band of 30-700Hz. The system will be fully interchangeable, and capable of being used as a backup, or used in tandem with NRL�s current C-BASS M72-30 dual source tow body system, while collecting at-sea data. The proposed Purchase Order is for supplies for which the Government intends to solicit and negotiate with only one source under authority of 41 U.S.C.1901 or the authority of 41 U.S.C. 1903. All responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed Purchase Order, based upon response to this notice, is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. Please reference this Notice of Intent number on your correspondence and in the subject line of your e-mail. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make any award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for award of a contract. No telephone responses will be accepted.
