Description
The U.S. Embassy Mexico City has a requirement for the collection and disposal of solid waste from one office building and one warehouse location in Mexico City. The selected contractor will be fully responsible for the collection and disposal of organic, inorganic, sanitary waste, and construction demolition debris produced at two separate locations in Mexico City, one in Col. Irrigaci�n and the other in Col. Ver�nica Anz�res. The contractor must demonstrate a high level of expertise, along with the necessary abilities, resources, licenses, and permits to perform the specified activities in compliance with all applicable local and federal Mexican regulations. Additionally, the contractor shall adhere to the highest industry standards and maintain superior quality in the execution of these duties. Excellence in customer service is also required. Work to be performed: Five times a week waste collection in the U.S. New Embassy Compound (NEC) (Monday to Friday); located in Col. Irrigaci�n, Miguel Hidalgo, 11500 Ciudad de M�xico, CDMX, M�xico. This service must be scheduled from 02:00 pm to 03:00 pm. The service must be performed in the designated space for trash collection (see attachment of the drawing with measures and map of the space ATTACHMENT 1 � Trash Area Dimensions). The contractor shall collect and dispose of organic and inorganic waste and package trash. The estimated total amount of solid waste is approximately 30 m3 per week (approx. 12 tons of trash per week). Ensure no waste to be collected and disposed of are abandoned or left behind. Ensure that when emptying containers into the vehicle(s), garbage is handled in a manner that prevents any leakage or spillage. Ensure that when transporting the waste, the vehicle does not leak, and trash does not fall from it. Ensure that waste is properly sorted in the appropriate categories and adequately transported. Ensure that after emptying the containers into the vehicle, no wheel tracks are marked in the floor. Containers must be strategically placed within the SOW premises to create an optimized route of collection. Waste is collected either manually or mechanically according to spaces and needs specified in this SOW. Contractor�s personnel will collect all waste bags and/or bins located outside the designated containers, ensuring a clean temporary storage area. Final waste disposal is carried out at authorized sites based on waste type (organic, recyclable inorganic, non-recyclable inorganic, and/or bulky waste). Three times a week waste collection in the Warehouse Three times a week waste collection in Warehouse (Monday, Wednesday, and Friday) located in Col. Ver�nica Anzures from 09:30 am to 11:00 am. The service must be performed in the front of the Warehouse, Col. Veronica Anzures. Total amount of solid waste collection: approx. 3 m3 of solid waste per service at week. All collection must follow the specifications stated on paragraph 1.10.1 Cleaning of waste containers and waste storage area at NEC Cleaning of waste containers and the waste storage area will be performed only in the NEC trash collection area and must be carried out weekly, preferably on Fridays. The contractor must wash and dry all the corresponding waste containers and the waste storage area. Refer to attachment 1 to see the trash area dimensions. Assemble the equipment for cleaning services that might include but is not limited to brushes, high-pressure washer, low-pressure spray, or foaming equipment for sanitizer applications and use appropriate Personal Protective Equipment. Send a complete list of washing equipment, washing liquids, detergents and chemicals, and Personal Protective Equipment to the COR prior to the start of the period of performance. Please note that this shall be approved by FAC/POSHO. Any change(s) shall be notified by email to the COR at least 48 hours to the start of the cleaning service. Place all containers inside the area must be placed in a place that can get wet and won�t drain to the gutter or storm drain. The cleaning area must act as a filter and must have a place for discharge water to go. The cleaning of containers must be performed as per the SOW The cleaning process shall include but is not limited to prepare detergent and sanitizer solutions following manufacturer�s directions. Maintain an operating log noting the temperature of wash and rinse waters, detergent, and sanitizer concentrations. Dry clean by brushing or scraping to remove accumulated organic matter and soil. Wash with detergent solution using brushes or a high-pressure washer and rinse with clean water. Apply sanitizing solution and allow sanitizing surfaces to dry, or dry with specialized mechanical equipment. Inspect for cleanliness and repeat wash procedure if necessary. Collection and disposal of debris For the NEC removal and proper disposal of industrial, construction, and debris demolition, the vendor must furnish a container of at least 3m3. This service will be scheduled as per COR call. Upon COR request, authorization and coordination, the contractor shall properly collect and dispose industrial, construction, and demolition debris. The estimated quantity for this service is fifteen (15) requests and services per year. For each service, the vendor shall furnish the necessary PPE, tools, equipment and containers. All collection must follow the specifications stated on paragraph 1.10.1 Waste storage area specifications Measurements can be found in Attachment 1. The contractor shall also note the bollard in the middle of the entrance (see Attachment 1) and ensure the container dimensions allow for all necessary maneuvers to be completed. The performance period of this contract shall be from the date stated in the Award letter and continuing for 12 months, with a (2) two-year option to renew. Individual task orders shall be issued for stated services within the rates designated. All responsible sources may submit a quotation which will be considered. All contractors that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; Have no adverse criminal record; Have no political or business affiliation which could be considered contrary to the interests of the United States; Have good experience and past performance records; and, Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.
