Description
The U.S. Army Corps of Engineers (USACE) Savannah District intends to issue an Invitation for Bid (IFB) W912HN24B5008 for the Noyes Cut Ecosystem Restoration Phase Two Project. The SOLICITATION will be issued for 100% Full and Open Competition under NAICS Code 237990. This acquisition will be procured in accordance with FAR Part 14 (Sealed Bid). The pricing information of the successful offeror shall be incorporated upon award of the contract. Per FAR 36.204, the Construction Magnitude of this contract is between $5,000,000.00 and $10,000,000.00. Anticipated Solicitation Release Date: The Government anticipates releasing the solicitation on or about 3 July 2025 with an approximate closing date on or about 6 August 2025. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. Note: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; no proposals are being accepted at this time. Period of Performance: The period of performance will be 1 (one) year after the Notice to Proceed. The contractor will be required to close one man-made cut in the salt marsh north of the Satilla River in Camden County, GA: Noyes Cut (approximate location: 31.0101 N, 81.5466 W). This work is part of the Noyes Cut Ecosystem Restoration Project and has the objective of increasing tidal exchange throughout the system, restoring salinity gradients to Dover Creek, and reducing shoaling in Umbrella Creek. The site is remote and only accessible by water. It is located approximately 10 linear miles south of Brunswick, GA and is 11 linear miles from the Woodbine boat ramp located at 103 E 1st St, Woodbine, GA, 31569 and 8 linear miles from the Tidelands Nature Center boat ramp located at 100 S Riverview Dr, Jekyll Island, GA 31527. The site is subject to large tidal variations typical to the GA coast and the site may not be accessible at all tide stages for all types of equipment. The contractor will verify site accessibility for selected equipment. Vessel traffic in the vicinity of the site is expected to be minimal and limited to occasional recreational boaters and small commercial crab fishing boats. The cut closure structure will consist of a trapezoidal rubble mound-type structure with a 3:1H:V slope and an approximately length of 495 ft at Noyes Cut. The width at the crest will be approximately 6 ft for each structure. The structure will be made entirely of GDOT Type I riprap. The current estimate for rock quantities is approximately 21,000 tons for Noyes Cut. The contractor will be responsible for furnishing, stockpiling, and placement of all rock. The rock will be carefully placed within the template using approved equipment in a manner to produce a wellgraded mass of rock and to minimize impacts to fish and wildlife. The contractor will install aids to navigation consisting of signs and other markings mounted on pile foundations at each cut closure location. The site is owned by the State of Georgia and all applicable laws and regulations of safe vessel operation will be maintained. All work at the site will be conducted from floating platforms and no equipment will be allowed to be placed in the marsh. During construction, the contractor will use best management practices to minimize damage to the marsh and impacts to fish and wildlife. Marsh that is damaged outside of the established footprint of the structure will be restored by the contractor at no additional cost to the Government. Solicitation Website: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at System of Award Management System (SAM) website, https://sam.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader.
