Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 8, intends to award a sole source, firm-fixed-price contract to Philips North America LLC for the procurement of an Intellispace Cardiovascular (ISCV) system upgrade and associated integration and support services. The required services include system software upgrades, proprietary hardware installation, data migration, testing, and validation in accordance with VA ST-108 technical standards. This acquisition is conducted under the authority of FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold, where only one source is reasonably available and no other supplies or services will satisfy agency requirements. Philips North America LLC is the Original Equipment Manufacturer (OEM) and is the only vendor authorized to perform upgrades and certified integration on its proprietary ISCV platform. Award to any other source would risk system failure, data incompatibility, and the voiding of warranties on existing medical imaging infrastructure currently in use. The estimated value of the procurement is $51,000. This notice of intent is not a request for competitive quotations. Interested parties who believe they can fulfill the requirement must respond in writing with detailed capability statements no later than June 18, 2025 at 4:00 PM EST. Responses must clearly demonstrate the ability to provide OEM-authorized support and integration for the Philips ISCV platform. A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Send responses to: John H. Shultzaberger Contracting Officer John.Shultzaberger@va.gov
