VHA Regional Procurement Office-East NETWORK CONTRACTING OFFICE 2 Albany-Stratton/Bath/Bronx/Canandaigua/Northport/Syracuse Medical Centers Hudson Valley/New Jersey/New York Harbor Healthcare Systems WNY Upstate New York Healthcare System Page 2 of 2 Department of Veterans Affairs, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for NIM Vital System Procurement for Buffalo VAMC to be delivered. SERVICES REQUIRED Contractor shall deliver NIM Vital System Procurement for Buffalo VA Medical Center within 30 days of the award of the order. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please respond with your: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Capability statement must provide detailed and specific information that would demonstrate a capability to perform the tasks or provide items as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 10 a.m. EST on Tuesday June 24, 2025. Responses to the information requested above may be submitted via email to Anthony.Murray2@va.gov This Special Notice of Intent to sole source is for planning purposes ONLY. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. The Government s intended course of action is to sole source to an FSS Contract Holder Service Disabled Veteran Owned Small Business unless another provider can meet the needs. The following page contains the Statement of Work for this requirement. STATEMENT OF WORK (SOW) 1. VA Point of Contact (POC) Name: Jaime Ibanez Section: Address: 3495 Bailey Ave., Buffalo NY 14215 Phone Number: (716) 862-8982 2. Contract Title: NIM Vital System Procurement for Buffalo VAMC. 3. Background: The VA Medical Center is working to replace the current nerve monitoring that has exceeded its useful life date. This unit was originally installed in 2010 and reached its replacement date in 2019. These nerve monitoring systems enable users to locate and confirm the integrity of nerves during surgical procedures. Downtime of these units can results in delayed Veteran care. 4. Scope. 4.1 The Buffalo VAMC is seeking to purchase a NIM Vital Nerve monitoring system. This equipment will ensure uptime in our surgery units so that Veterans are receiving the best care possible. 5. Specific Technical Elements: The proposed Nerve Monitoring system shall meet the following Buffalo VA Medical Center technical requirements. 5.1 The Nerve Monitoring system shall include the capability to stimulate nerves through a variety of stimulation probes. 5.2 The Nerve Monitoring system shall continuously monitor EMG activity from the muscles innervated by the nerve at risk. 5.3 The Nerve Monitoring system shall be used for EMG monitoring in support of surgical procedures, including intracranial, extracranial, intratemporal, extratemporal, and surgeries associated with the neck, spine, thorax, and upper and lower extremities. 5.4 The system shall be compatible with consumables being used at the Buffalo VAMC. 5.5 The Nerve Monitoring system shall include all necessary adapters, probes, and accessories to allow for device compatibility in Buffalo VAMC surgical units. 6. Place of Performance: Buffalo VAMC; 3495 Bailey Avenue, Buffalo, NY 14215 7. Delivery Schedule: All items must be delivered to the Buffalo VAMC NTL 30 days from date of award.
