Description
Notice of Intent to Sole Source Illegal Cannabis Cultivation Complexes Environmental Impact Assessments This is a Sole Source Notic in accordance with FAR 52.207-(c)(15) The Bureau of Land Management (BLM)-California State Office has a specific need to conduct environmental impact assessments; various research projects; hazardous and solid waste removal; and reclamation activities from public land cannabis cultivation complexes (PLCCC) on BLM lands in California. The goal is to confirm whether releases of hazardous substance, pesticides, herbicides, or insecticides have occurred or if the threat of release exists at PLCCC sites in California. The purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1 (b)(1) and pursuant to FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Environmental Assessment Requirements: This Environment Assessment is a unique, due to the experience, equipment and technology needed. No alternative sites in the vicinity meet the operational requirements due to: � the experience and training to conduct the environmental sampling at illegal cannabis sites by conducting several operations for both BLM and United States Forest Services Existing infrastructure investments at this site that would be cost-prohibitive to replicate elsewhere. � They have shown they have the specialized sampling equipment, staff, technology and drones needed to complete the assessments. � staff that has advanced grow site-specific training, 40-hour Hazwoper, and personal protective equipment (PPE) and in accordance with the instructions of the on-site case agent. The awarded contract will be 17 months from the date of award. The associated NAICS code for this requirement is 541620. This industry comprises establishments primarily engaged in providing advice and assistance to businesses and other organizations on environmental issues, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials. These establishments identify problems (e.g., inspect buildings for hazardous materials), measure and evaluate risks, and recommend solutions. They employ a multidisciplined staff of scientists, engineers, and other technicians with expertise in areas, such as air and water quality, asbestos contamination, remediation, ecological restoration, and environmental law. Establishments providing sanitation or site remediation consulting services are included in this industry. This service utilizes North American Industry Classification System (NAICS) code 541620, size standard: $19.0 Million. This notice is not a request for competitive quotes and is not a solicitation or request for offers. No solicitation package is available. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Firms believing, they have the capability to provide the services must send that information in writing and must show clear and convincing evidence that it can provide the services. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Capability must also include their Unique Entity ID, Size Standard and Company name.
