- THIS IS NOT A FORMAL SOLICITATION. This announcement constitutes a PRE-SOLICITATION notice in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Omaha District hereby announces its intent to issue a solicitation for the Recruiting Facilities Program, Bullet-Resisting Panels for CONUS & OCONUS locations. This solicitation is restricted to Small Businesses under North American Industry Classification System (NAICS) code 337215. The corresponding SBA size standard is 500 employees. A formal solicitation will be issued no sooner than 15 days from the publication date of this announcement. The solicitation will be issued as a Firm Fixed-Price Single Award Task Order Contract (SATOC) for the manufacturing, shipping, delivery, installation, and warranty for bullet-resisting panels. The objective of this contract is to provide panels to all identified Services off-installation recruiting offices, located throughout the United States and its territories, which are UL 752 Legacy Level 8 or UL-RF-H certified, approved, and produced. The contractor will be responsible for coordinating with all of the Services facility locations, to execute shipping, delivery, and full installation as prescribed. The contractor shall complete these tasks while meeting the standards of safety, durability, dimensions, ergonomics, and structural adequacy of the new panels. The anticipated Period of Performance for this effort is five years from date of contract award. Task Orders of varying dollar amounts will be awarded within a period extending up to five years. Note: Please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM. Solicitation documents will be posted to the web via SAM.gov (sam.gov). Registration is required to access solicitation documents. SAM.gov provides secure access to acquisition-related information, synopsis or pre-solicitation notices and amendments.
