SPECIAL NOTICE TO SOLE SOURCE: 2032H325N00013 Agency: Internal Revenue Service (IRS) POC: Angela Gallo | email: angela.c.gallo@irs.gov For: Marine Traffic with Refineries and Supply & Demand add-on through Kpler Terminal The Office of the Chief Procurement Officer (OCPO), Treasury Acquisitions, Departmental Offices Branch; Section 1, intends to negotiate a sole-source acquisition in accordance with FAR 6.302-1 with Kpler Inc. for web-based subscription services to comprehensive commodity data, including energy trade, shipping, and storage information. This tool must deliver insights into global crude oil inventories with onshore and floating storage, freight cost estimates, and artificial intelligence (AI) with the approximate start date of September 1, 2025. With this detailed analysis on ship movement and STS transfers, TFI (notably OFAC) will be better equipped to accomplish its mission and provide high quality products expected by Treasury Leadership. This capability is needed to provide TFI with the precise information they need to make decisions related to national security, as efficiently and as accurately as possible. TFI requires the following subscription services: Marine Traffic as well as the full Kpler Terminal (including Risk & Compliance and complete commodity coverage), as well as the Refineries and Supply & Demand add-ons Ability to track vessels transporting potentially illicit cargo from countries subject to U.S. sanctions, such as Iran, Russia, and Venezuela, including the locations where the cargo was loaded and unloaded Vessel data, to should include any ship-to-ship transfers data. Vessel data, to should include any ports/terminals/refineries that the cargo was destined for. Vessel data, to should include date/time information to include an estimate of the amount of cargo (petroleum or petrochemical) that was loaded/offloaded Gas Flow (Terminal & downloadable Excel spreadsheet access) Liquified Natural Gas (LNG) Flow (Terminal & downloadable Excel spreadsheet access) Liquified Petroleum Gas (LPG) Flow (Terminal & downloadable Excel spreadsheet access) Ethane Flow (Terminal & downloadable Excel spreadsheet access) Liquid Flow (Terminal & downloadable Excel spreadsheet access) Gas and Liquid Flow AIS Oil Inventory (Terminal & downloadable Excel spreadsheet access) +Cushing Option to add: additional users during the life of the contract. The contractor shall provide online access to the digital libraries specified in the contract vehicle. TFI requires services for 12 months from date of award with no option periods. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 12:00 PM, EST on June 27, 2025. Responses shall be submitted to Angela Gallo at angela.c.gallo@irs.gov Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
