- The United States Department of the Naval Medical Research Command (NMRC) intends to award a sole source contract to, Dayton T. Brown, Inc. in Bohemia, NY. This requirement is for authorized approved vendors to perform services for brand name equipment. This notice is not a request for competitive proposals however If interested Government shall consider all responses. The Naval Medical Reseach Unit - Dayton (NAMRU-D) has a requirement to incorporate wearable physiological monitoring systems into tactical aircraft for real-time and post-flight analysis of aviator physiological status. These systems must complete Safe-to-Fly testing prior to use in the cockpit environment to validate system operation and verify against increased risk to aviator safety or interference with adjacent systems. Electromagnetic interference (EMI) testing and winblast testing are components of Safe-to-Fly testing which must be satisfactorily executed to allow for device development progression to manned, in-flight testing. Windblast testing up to 700 KEAS is desirable to verify device integrity during emergency events such as seat ejection. EMI testing according to MIL-STD-461G is needed to ensure device integrity under electromagnetic emissions, to examine radiated emission susceptibility, and to ensure the device does not emit radiation that would interfere with equipment in the cockpit environment.. The government intends on awarding a 12 month firm fixed price contract for this requirement. The NAICS code for this action is 541715. This requirement will be procured under the guidelines of FAR Part 12 Commercial Items. NMRC requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
