Description
NOTICE OF INTENT TO AWARD TO A SOLE SOURCE THIS NOTICE WILL CLOSE ON 7/2/2025 AT 5:00 PM EASTERN TIME This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source, and no other supplies or services will satisfy agency requirements. The United States Fish and Wildlife Service (USFWS) Desoto National Wildlife Refuge, located in Missouri Valley, IA, intends to award a firm fixed price, base plus two (2) option-years contract to Control Services Inc., to furnish: -System upgrade to the current Building Automation System (BAS) software. The software is required to be compatible with the current system - Schnieder Electric EcoStruxure Software. - A new Building Controls computer system with the upgraded software. - Install upgraded software with computer and ensure all components are working properly with the DeSoto Visitor Center and Bertrand Museum HVAC system. -Provide a system operation training to USFWS Employee(s) and bi-annual operating checks of the system in the Spring and Fall seasons. Building automation system controls are critical for managing the HVAC system of the DeSoto Visitor Center and Bertrand Museum and with the current system being out of date there is an urgent need to upgrade the system due to being located in a high humidity climate. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convicting evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
