Description
Synopsis This announcement is a request for information (RFI) only. This is an RFI released pursuant to FAR 15.201(e). Responses to this RFI will be used solely for informational, planning, and market research purposes only. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), Request for Quotation (RFQ), or a promise to issue an RFP or RFQ. This RFI does not commit the Government to contract for any supply or service. CBP will not be responsible for any costs incurred by interested parties in responding to this RFI. All such costs shall be borne solely by the interested party. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Participation or non-participation in this RFI does not preclude involvement in any future RFP or RFQ. Should the Government decide to release a solicitation, it may be posted on the SAM.gov website or other online tool used by the Government to solicit offers dependent on the acquisition strategy utilized (e.g., GSA eBuy). Interested parties are advised to monitor the SAM.gov website for any updates pertaining to this RFI. The information provided in this RFI is subject to change and does not bind the Government. All responses submitted become the property of the Federal Government and will not be returned to vendors. The Government is under no obligation to notify respondents of the results of this RFI. Responses to this RFI are due to CBP-LESC-RFI@cbp.dhs.gov by 5:00 PM ET on Thursday, July 10, 2025. Purpose: The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is conducting market research related to the potential modernization of its current Enforcement Action Statistical Analysis and Reporting System (E-STAR). E-STAR is CBP�s digital system for reporting incidents involving use of force, assaults against officers/agents, and/or vehicle pursuits. The primary objective of this potential modernization effort is to replace the existing system with a cost-effective, adaptable solution capable of integrating with other technologies. CBP is seeking information on a wide range of potential solutions, from incremental improvements to the current E-STAR system to entirely new and innovative approaches for meeting its incident reporting requirements. Solutions should allow for rapid updates to requirements without incurring excessive costs. The Law Enforcement Safety and Compliance (LESC) Directorate, located in Harpers Ferry, WV, is conducting market research on behalf of Operations Support, CBP, to identify incident reporting that represent the most effective approach for delivering a modernized E-STAR system. To support this market research, CBP invites interested vendors to provide information regarding CBP's E-STAR system requirements. Note: The capabilities outlined in this RFI and its attachments do not represent definitive CBP requirements and are subject to change prior to any potential future solicitation. Furthermore, all quantities and details provided are notional and do not constitute potential solicitation quantities. Vendors should not interpret the listed capabilities as final or representative of CBP's actual requirements. The listed capabilities are for informational purposes only. Questions from the Government: Please respond to the topics and questions included in Attachment 2 regarding your company's capabilities. While responses to all questions are optional, vendors must respond to all questions in Section A to be eligible to attend the Industry Day. Industry Day Attendance LESC Directorate will host an E-STAR Industry Day, at the CBP Advanced Training Center (440 Koonce Rd Harpers Ferry, WV 25425) on Thursday July 24, 2025. The purpose of this event is to share information with industry partners regarding CBP's requirements for the E-STAR system. During the Industry Day, CBP will present the current system's capabilities, as well as CBP's desired capabilities and efficiencies for a future system. CBP also seeks feedback from industry on how these desired capabilities and efficiencies can be achieved. A schedule and directions for attending the event will be provided to vendors that respond to this RFI. Disclaimer: The Industry Day is not a Request for Proposal (RFP) or an invitation for bid, nor shall it be construed as a commitment by the Government. The Government does not intend to make an award based on this Industry Day or otherwise compensate vendors for the information received. Following the conclusion of this Industry Day, the Government may or may not decide to issue an RFP or an invitation to bid. Information shared during the Industry Day may be used by CBP as part of its market research efforts. Please do not provide any information that is source selection sensitive.
