- It is the intent of this Invitation for Bid to result in a Firm-Fixed-Price, Construction Type Contract for a project at the UNICOR Factory located at the Federal Correctional Institution � Cumberland, as outlined in the Statement of Work. The solicitation is 100% set aside for Small Business. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your registration and view the table therein listing NAICS codes and your indicated business size relative to the assigned NAICS code above). Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. The Primary, North American Industrial Classification System (NAICS) Code applicable to this project is 238120, Structural Steel and Precast Concrete Contractors with a corresponding small business size standard of $19.0 million. This solicitation will be distributed solely through the SAM database at https://SAM.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. Questions will only be accepted in writing and will NOT be accepted after FRIDAY, JULY 18, 2025, at 2:00 P.M. EST. Responses to questions and the site visit sign-in sheet will be posted via www.sam.gov, via an Amendment. Questions may be submitted, via email, to: elizabeth.mcnealy@usdoj.gov. NO PHONE CALLS PLEASE. SITE VISIT IS MANDATORY. See FAR 52.236-27 provision incorporated for date, time and background clearance information, to include deadline for submission for background clearance paperwork. PROJECT MUST BE COMPLETED WITHIN 100 DAYS OF NOTICE TO PROCEED ISSUANCE. Proposal due date is WEDNESDAY, JULY 30, 2025, at 2:00 P.M. EST. Late offers will not be accepted. All related correspondence and offer shall indicate ""Solicitation No. SV0177-25"" in the email subject line. Name, address and telephone number of offeror, technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price and any discount terms shall be stated. Offeror must ensure all SAM documentation is completed and current, Representations and Certifications FAR 52.212-3, and include acknowledgment of all amendments, if issued. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Prison Industries must be registered in the System for Award Management (SAM) at https://SAM.gov at the time of offer submission. Offerors must hold prices firm for 60 calendar days from the date specified for receipt of offers. Offers or modifications to offers received at the address specified for the receipt of offers after the exact time specified may not be considered. Vendors shall submit signed and dated offers by email to: elizabeth.mcnealy@usdoj.gov This solicitation is intended only for those who would be entering into a Prime contract with Federal Prison Industries - UNICOR for the entirety of this project. UNICOR does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. UNICOR has no privity of the contract with subcontractors.
