- Description
- The Department of the Treasury, Internal Revenue Service (IRS) intends to acquire a full-service provider license for the U.S. Postal Service (USPS) National Change of Address (NCOA) Linkage product using FAR Part 13 Simplified Acquisition Procedures. The license for the NCOA link product includes access to 48 months of change of address data on a weekly basis. This product enables IRS to have access to a new address when a name and old address match the change of address file and there is detection of undeliverable addresses due to a change of address. The Period of Performance (POP) is October 1, 2025 through September 30, 2026 with an additional two option years. This procurement is unrestricted, NAICS code is 491110, and the small business standard is $9.0 Million Dollars. This is a sources sought notice and is for informational purposes only. It is not construed as a commitment by the Government. Potential sources who believe they can provide the subscription service license listed above are invited to submit substantiating documentation in writing to the identified point of contact at: James.M.Tryniak@irs.gov no later than 3:00 PM EST on July 11, 2025. Qualified Contractors that feel they offer the same or similar product that can meet the Government�s need shall provide the following for consideration: The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, or Women owned Small Business, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. UEI Number. Specific details of the product(s) that your company offers in regard to this notice. Whether your content is available through a Government contract vehicle or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
