Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs Medical Center located at 150 South Huntington Avenue, Boston, MA 02301 has a requirement for Canon VITREA Server Upgrade. The Government intends to award a firm-fixed-price sole-source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the government's intent to award on a sole-source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on July 16, 2025, at 4:30 PM Eastern Standard Time (EST) SOW: Canon Vitrea Server Upgrade Requesting Service: Healthcare Technology Management (HTM) Introduction & Background The Radiology service at VA Boston currently utilizes the Canon Vitrea system for viewing/reading, manipulation, communication, and storage of medical images. This software supports the 2D, 3D, and 4D interpretation and evaluation of medical imaging exams. The Canon Vitrea server reached end-of-life (EOL) on March 13, 2024, and is therefore not receiving critical updates and security patches, and new software options are unable to be installed and utilized. Microsoft is also not supplying assistance if issues arise with this Operating System. For the Canon Vitrea system to continue providing accurate and immediate patient care, this server must be upgraded to new hardware and a new operating system with the latest Canon Vitrea software. Vitrea is a vital system for VA Boston patients and any errors caused by the server malfunctioning would result in severe delays to patient care. Scope The hardware, software, and services required for this upgrade are as follows: Hardware Upgrade: replacement server hardware for the Canon Vitrea Enterprise single server and management server at VA Boston Healthcare system to the latest available Canon-validated & supported hardware for Canon Vitrea Operating System (OS) Upgrade and SQL database installation: latest OS and SQL versions installed on the servers that have been validated by Canon for Vitrea Telephone Consulting Services provided by Canon: Installation to include data transfer from old servers to new servers Project Management PACS Integration Installation PACS Integration Project Management
